Do you have any links about that that I can check out? I hadn't heard that about Bruce Lee. It kind of goes against the norm for this kind of thing and doesn't seem entirely correct. I'm no lawyer though, so I could be completely wrong. However, I just found this kid's book about Bruce Lee that looks like it's part of a series of biographies, and something tells me they didn't get any official permission from his estate. And here's another that flat out says it's an unauthorized biography. Granted, books aren't movies, but the laws that apply to one should apply to the other I think.
Generally speaking, and maybe Bruce Lee is an exception, you can tell stories about people as long as you do proper research, use facts, and avoid defamation. A studio other than Fox should be able to make a Stan Lee movie (or an author could write an unauthorized biography) without requiring any permission from the man himself.
