Papers, Please is easily, for me, the best game of the last 10 years. It is engaging, rich in storyline and player involvement, and executed flawlessly. It is a bureaucracy simulator, so certainly nothing like anything else on the market. Definitely check it out.
Dark Souls is an excellent example of near flawless execution of player involvement in storyline, a perfect example of how to create a connected, varied, and interesting world, and is mechanically extremely sound. It's #2 after Papers, Please for me.
Faster Than Light has to be #3. Again, near flawless execution of its goals. The best way I've found to describe it is a modern Oregon Trail, but set in space. Very fun to play, and now has tons of content.
Cortex Command breaks the mold in a lot of areas. Very fun to play and has great support for mods.
Similarly, Terraria is a new take on sandbox world exploration and building from a side-view perspective. Like Minecraft, but with more of a focus on combat and adventuring (and with, arguably, more content than Minecraft), Terraria fills a hole for sandbox games like nothing else.
If you're purely looking for systems, there's no game with more different systems than Romancing Saga for the PS2. I love this game to death. It suffers from a huge overload of systems, but they're optional to engage with and most, if not all, of them work very well. Just the fact that the world progresses as you play and not just as you complete certain quests makes this game stand out in a fantastic way.
Finally, if you haven't played Dwarf Fortress, I also recommend that. There's going to be a new release very soon, so either wait for that or go ahead and play the game in its current state. Best management/high fantasy world sim I've ever played.

Play Asia occasionally sees restock of it as well, though with the upcoming 3DS release (which won't be as high quality as the PS2 version - I've already done visual comparisons) SE has probably discontinued supply, at least temporarily.
In all honesty I'm certain they intentionally shortchanged the iOS/Android port so impulsive people would rush to buy it (mainly Japan due to DQmania), then 3DS version is superior to that so those people buy it again on 3DS. A/V will remain superior on NA PS2 version. In five years or so we'll see a remaster of the 3DS version on another system with all its new features and likely A/V matching the NA PS2 version.
It's all business. How many times can they get you to buy the same thing when the best was already done years ago?

The entire list comes to about $100 it total. If you sit down during every free moment and play, those games should last you at least a couple of months. However, those are just my suggestions. I've found Amazon to be really reliable for a used marketplace, but you'll also want to try a store like gamestop. They usually have this huge basket full of ps1 and ps2 games. If you pick one up and think it looks interesting, get it. There are a lot of hidden gems for these consoles. Good luck :)
I want to see Final Fantasy 15. I know they're going to show the HD version of 10 and 10-2, and I'm super excited for that (definitely buying it~~). But I really wish there would be more news about 15. The Final Fantasy series is one of my favorite series. And apparently, 14 will be available on PS3, which would be pretty cool since I don't own a gaming computer. I'm still working my way through 13, and can't wait for Lightning Returns.

This game used would be great. It'd hit about $11. Or this one, which would be about $6 used.
If you have about $75 to spare you can get a used PS2 and even a new copy of Tales of the Abyss. It's cheaper than buying a 3DS at least. From what I've read there's actually no 3DS extras - just a straight conversion - so unless you want other 3DS games, this is definitely the cheaper option. The PS2 is also an awesome system with tons of RPGs, so I would go this choice - I still play PS2 games (maybe because I own none of the current generation games).
If you have a strong enough PC, you could just buy the game and run PCSX2 which is a PS2 emulator. I won't get into much detail, but you need a powerful PC to run it smoothly - but alas, it is another route you could go.
I've played Symphonia, Abyss, Eternia, and Graces (not the biggest sample size) and out of them all I liked Abyss the best!
I played the game at release back on the PS2, so I can't speak to the PC version, but if you're in the US you can pick up the PS2 version shipped for less than $7 shipped.

I will always sing the praises of the first Need For Speed: Most Wanted. I loved it. It felt like the perfect mixture of open world racing, customization, and car chases.

That being said, NFS: Carbon was alright as well on the PS3. It's pretty much what I consider to be "The end of an era" for tuner racing in NFS.
from what I remember, the only big differences were in who the people in the social links were/how they treated you. P3P is pretty much FES just without the answer and story wise you're fine, I'd just save the MC only playthrough for someday when you get a hankering for some persona 3.
On a fan-to-fan level though, you should definitely check out Raidou Kuzunoha because it's at $25 down from a whopping $145 since the last time I checked. It's pretty fucking fun

What would I like to see? X, 100%. Monolithsoft has a history of making good games. Xenoblade Chronicles was absolutely fantastic on the Wii, and now with the Wii U's hardware it will be amazing to see what they can do.

Star Wars Racer: Revenge
I've played it, I own it. It is not as good as the first game but still pretty fun.
I would, however, love to see a next-gen console remake or sequel with multiplayer support and customizable characters/podracers.

I say this at the end, but I am so terribly sorry for subjecting you to my absolutely terrible singing voice. It sound good to me when I'm actually singing (you know how we all hear our voices different than they sound to other people/recorded), but when I hear the recording, I honestly sound absolutely terrible.

Also, my favourite video game is a tie between Kingdom Hearts 2 and Final Fantasy X, though Ni No Kuni is up there too.
In the absence of a functional Xbox emulator to play that port of Fatal Frame 2, you're going to be using PCSX2 to play the PS2 version. Good news is that Fatal Frame III got reprinted a little while ago (about a year and a half ago?) and is easy to pick up for about $25/new. The bad news is that Fatal Frame II sold out quicker and the price is floating back up. Chances are there isn't going to be another reprint, so you either snap it up now or you wait for it to get added to PSN (in which case you wouldn't be able to play it in PCSX2).
Yakuza 2. The first game was a good foundation that felt lacking, but the second fixed the issues and included a nice 1970s-style crime movie storyline. The voices in the second are also in Japanese instead of English, and the voice acting is good, unlike the cringe-worthy VO in the first.
It only got a print run of about 20k in the US, so good luck finding a copy. The game is almost two years old, and still sells new for $45.

I don't know how much you payed for your ps2 or why you waited, I recently got one myself because I wanted to replay the games I played 10 years ago and I got it for about 55 dls and it came with GTASA. These are all new, not used. Multiple for $15 w/prime and others for $16+ w/shipping. Regardless, the point of my post was that KHII is both not rare and not expensive as you seemed to be implying. I'm not sure what you're trying to prove.

You're literally in a haunted house/castle with nothing but a camera to defend yourself. Specific scares: The first Hanged Woman ghost startled me so bad, I had to take a break for a bit. The crawling child in the doll room is just gyuhhhh both in terms of scares and difficulty (and bonus gyuhh for "doll room") I liked the second game better, and there's a third I haven't played.
[Kuon] (http://www.amazon.com/Kuon-Playstation-2/dp/B00024W1TM/ref=sr_1_1?ie=UTF8&amp;qid=1371343349&amp;sr=8-1&amp;keywords=kuon) is one that came in under the radar. Another haunting, though at least this character brings a bit more firepower than 35 mm film... Don't want to spoil too much, but the atmosphere and storyline have a really great creeping dread that gave me freaky dreams for MONTHS after.
Just a follow-up: KH2 is $14.99 on Amazon right now, without any special sale. I haven't looked, but since KH1 is older it's likely cheaper. This is without considering things like sales, or buying used.
So, $60 is a bit much if it's only for KH1 and 2. That said, I'm not sure what all is included in the bundle you're talking about, but I remember Chain of Memories not being very good.
Kingdom Hearts HD 1.5 Remix is a remake very fun RPG from Disney and Square Enix. (not dumb like the title sounds)
The PS2 Ver.
Kingdom Hearts II is even better and there is no remake a the moment.
Kingdom Hearts III is coming soon for PS4 and Xbox One.

I skipped over your traditional turn-based part of your post, sorry about that. That would eliminate these two as they are action based combat:(Play the first one first though if you want to give it a try.)
If you are into a really Pokemon in Hell with demons play this one:(This is the hardest of all the ones I have posted.)
These two have a really good story but a little harder than the Persona Series: (Play the first one first though if you want to give it a try.)
I honestly cant really think of another game that is really hard on the PS2 other than the SMT games.
Edit: I provided you with the Amazon link for all of the games. Most of these have been reprinted that is why their cost is pretty low, before the reprint these games were rather expensive.
