Respect for the attempt, but your setup is inefficient. The heat won't "bounce and stay in" as you hoped. Heat rises, and since your "warming area" is wide open that heater is doing exactly nothing.

What you need to do is insulate below the cages, then trap as much heat as possible inside the cages. Putting the cages directly on the concrete floor is going to make the cages colder and will readily defeat any attempt at heating that you may come up with. If you have a wire shelf unit like this one it'll help a lot. Put the bottom shelf just off the floor, stack two carriers on it, put the second shelf just above it, stack two more carriers, put the third shelf on it, and stack two more carriers. Make sure the older AND younger cats are at the top. Cover the whole thing with a couple of old moving blankets, then place that little heater on the floor pointing up at a slight angle. Between the heater and the bodies of all the cats it will stay toasty warm inside. I do something like this with my ferret cage and one of those little desktop hand heaters -- specifically, this one -- and even if the room is 50 degrees the ferret cage is easily 20 degrees warmer.

I forgot to add, you can get wild animal traps at Lowe's or Home Depot or something if you want to catch it yourself, but I would contact the rescues first because they might already have those cages! If you want one though here is a link to one on Amazon.
