There is a VERY high level of detail and expertise on this site. In fact, the admins are pretty strict keeping topics rational and informative. They have some excellent sticky posts, for example one called "Airpower 101" which really lays out some high-level concepts and fundamentals in the employment of air power with the goal of dissuading the usual "why is this plane better than that one" simplistic arguments.
This site also has a broad scope, they have active forums on military aviation, naval power, geopolitics etc...

You could get a long way with just these two books in terms of understanding fundamental concepts, both are excellent and highly regarded in their respective fields.

IMO your best bet if you're starting from scratch is some Cold War era encyclopedias of weaponry. These are the oversized books with big pictures of planes or ships on the cover in the bottom back shelf at your local used book store. They're also available on Amazon for little more than the price of shipping. It's been a very long time since I've read them myself, since I read them all cover to cover many times when I was younger, but consider something like Modern Air Combat by Bill Gunston (one of the best known authors of this kind of book). From there, go through the "customers who bought this also bought..." section and look for ones with good reviews or on subjects you want to learn about. Without being in the military yourself, that's probably the best way to get an overview of general modern weapon systems. Some of the older books may have technical details wrong, since a lot of information especially about Russian equipment has come out after the Cold War, but they'll still be generally correct.
As far as tactics, that type of book will also usually cover them, or you might like Red Storm Rising by Tom Clancy (the book, though the game was apparently pretty good for its time too), which is arguably what kicked off this entire genre of game.
Here's my list of recommended reads (no particular order)
Very large, very technical book. Helps if you have a bit of electronics or weaponeer knowledge already. Has information translated from recently de-classified cold war era Russian documents, publicly for the first time. Talks specifics of weapons, sensors, and comms, system by system. Reference book, not bathroom reading.
This is an actual textbook used by the US naval academy. Not sure if it is still part of their curriculum anymore. Discuses fundamentals of radar, sonar, blast effects, and a wide variety of other topics in a non platform specific way.
Haven't read this book, but understand it's popular with US naval officers today.
Not many people know Tom Clancy also wrote non-fiction. His works of that genre included; Carrier, Submarine, and Fighter Wing. Of course, his novels, Hunt for Red October, and Red Storm Rising are the gold standard in military-techno thrillers.
