If it’s wall-to-wall carpet and you’re confident that your vacuum is working properly and it’s just not picking up all the hair you could try getting one of these groomers to rake over it and help loosen up more hair before vacuuming. If it’s an extreme case and you’re willing to hire a carpet cleaner find a company that has a CRB tool . They are fairly new to the industry but man I’m telling you they remove more pet hair than you could believe.
If it’s an area rug which I’m thinking it may be from the wording of your post you might have a rug that just holds the hair like Velcro. In these cases even my CRB can’t always loosen it all up. Usually what I’ll do is mist it down with very little water and then rub over it in a circular motion with my shoes (yes very professional but the only thing that works). Of course you would have to let it dry before you use your vacuum on it again.
If dog dander odor is an issue then you certainly want to have it professionally cleaned with a deodorizer as removing hair will only help with the odor so much.
