So, I have a bunch of PS2 controllers sitting around and I had the idea a couple weeks ago to hook them all up to my computer to play games.
Here's the problem: No one has developed a driver that converts the directinput from the PS2 controller to xInput, which is what most games use now-a-days and recognise. So if you do buy a PS2 usb adapter, expect to be mapping every game manually, using joytokey... etc. etc. It's a headache.
I attempted to use x360ce, which is supposed to allow you to emulate any controller into an xbox one, but it, for some reason, did not work with my adapter. Your milage may vary.
Honestly, in your price range, it's a difficult fit, I don't even know if you can do it the way you want to.

It may look low quality, but honestly, I have one and it's pretty great, it doesn't feel nearly as cheap as the picture makes it look. It's the best built 3rd party controller on the market right now, the only one that's better is the wireless version, which is here:

It's xinput, so it's instantly compatible and configured for any game supporting xinput, you don't need to use and special drivers or hacks and the wired version is $15, best of all it has the analogs in the same place as the playstation controller, so no need layout to get used to.
In my experience with headsets, if you buy something more expensive it will last longer and be worth the cost plus you will get better equipment as well, so although it is 50% over your budget I would recommend the HyperX Cloud Gaming headset: http://www.amazon.co.uk/HyperX-Cloud-Gaming-Headset-Mobile/dp/B00JJNQG98
You can find a review by Linus Tech Tips of it here. I used to use Sennheiser PC 350 - which are good bit more expensive than these - and although the sound quality in those is definitely better and the mic as well, I like the build quality a lot better in the HyperX (The leather ear pads, braided cords and leather headband especially) and the sound is not bad at all. Linus also rattles off a lot of other gaming headsets and as I have only ever used three headsets, two of which are way out of your price range, I would encourage you to peruse their videos for alternatives.

If it's only web browsing, audio streaming, making documents et cetera, I'd recommend a Chromebook as it does all of this at a cheaper price to Windows and sometimes faster due to the fact that it's just running a web browser.

One I'd recommend is the Dell Chromebook 11 (amz US link) which has a good display, Intel Celeron processor and has over 4.5 stars on Amazon with some pretty good reviews across the board.

Chrome OS is pretty easy to adjust to, it's similar to Windows except it's just a web browser so if she doesn't like Google etc this may not be for her.

The Dell Inspiron i3452 looks good (amz US link) - decent specs for the price and again seems to be getting good reviews. Runs Windows 10 but if she doesn't like the new OS, there is this alternative (amz US link) which seems to be a bit more expensive and has worse specs from a quick glance, but hey it's down to preference.

i lived in a tiny camper for a while, and had only this and my phone as a sound system, and i thought it was pretty awesome. it also put up well being tossed around, transported/clanging around by bicycle. honestly, i (and everyone else) was shocked at the sound coming from this little thing. =)
i would personally recommend (Satechi F1 Smart Monitor Stand with Four USB Ports and Headphone / Microphone Extension Ports) it allows you to put things underneath it and it gives you more USB ports and a headphone port right in front of you which is always useful. there is a USB 2.0 and a 3.0 version, its a great product depending on if it would put the monitor at the right height for you.

The Samsung galaxy tab S3 is on sale on Amazon for 400$. It comes with a stylus in the box, and it's reasonably powerful. ThOugh if I were you, I would try to splurge for the tab s4, probably gonna last you longer and it's currently 550$ on Amazon.

I know this is a bit late, but check out Dakine backpacks. I have the duel and have been using it (for college) about 3 years, in addition to using it as my board carrier and just general use. There is a TON of space, a nice cooler pocket, lined pocket for glasses/phone, separate laptop pocket.
