The fanny pack I've linked is a tactical pack that is made to conceal a gun with easy access. In the video, it appears his right hand is raising slightly against his side.

I would need documentation on that Iowa plates geocaching LE stop anyway. But people that say things like Harvey C. do not help their credibility.
They mentioned the guy's weird face. I still think BG has one of these around his neck, which can be pulled up easily over his face, or, if his hands are in his pockets he could pull his neck down into it like a turtle. It could've been what made the girls think he was weird.
