I found it in this biography of George Thomas. I'm at the part where he's a military governor in the South and dealing with race issues and former Confederates starting shit. Unlike other governors, Thomas stuck around despite being rather pro-freedmen due to his friendship with Johnson (they worked together during the Civil War).

I don't have a NYT account but someone please read the one saying we don't have universal healthcare yet because slavery. I need to know if it's as bad as it sounds.

The others seem at least like they're well-researched and thoughtful.

Also if you have time for a full book Suspect Relations has the worst cover of any book I've ever seen but is an interesting deep-dive into slavery in the Carolinas pre-Revolution.
