I would buy a mid range one, don't go for the extremely cheap ones. My laptop has a smaller amount of storage but a vega graphics card. It honestly shouldn't be in issue unless she wants to run multiple programmes at once while on a drawing app. And some drawing apps are a bit more demanding than others, I had an older laptop and photoshop would constantly freeze or crash, but gimp was completely fine. I recently bought a cheaper drawing pad for around £50 off of amazon and I love it, 8 hotkeys and I'm pretty sure it is compatible with Windows and mac (you'll need to check what version). But this was by far the best one I found, over 8000 levels of pen pressure, free pen, pen stand, replacement pen tips, and a drawing glove free with the package. It also has a 10"x6.25" work area so definitely one of the larger ones I've seen, it is also so light and easy to install, I love it! Came next day for delivery, and I'm happy because it is a well known brand "Xp-Pen" compared to the cheaper stuff you can find on amazon. And when she's saved up some money then buy her one with a screen as these are just sensors connecting to the pc, though screens are quite expensive, mine was around $450 off of amazon, also an Xp Pen brand and is pretty nice. So I recommend this one! This one also runs with free programmes such as Gimp, and Krita, but you gotta be careful as some don't and you'll be forking out a hefty price for another editor.

I'm a hobby artist myself, and just started to learn digital art in August! Instead of investing the big bucks on a professional tablet right away (IE: IPad Pro, high end Wacom's), I decided to get a middle grade drawing tablet from Huion. This is a drawing tablet without a picture screen -- so you draw on it and look at your monitor. There is a slight learning curve to bridge the disconnect at first, but I found it fairly easy to get past! I also use Krita, which is fantastic free drawing software. So for under $100, I'm drawing digitally with a great tablet and software.
I've now been drawing digitally for almost 3 months, and I'm very glad that I decided to start off with the smaller investment. You can always gauge your seriousness for digital art as you draw and see if the investment for a more expensive higher grade tablet is worth it for you later!

Note: I compared various tablets from Wacom, Huion, and other less known brands, and found my Huion to be the best investment. I chose it particularly for the drawing surface area, the included (comfortable) pen that has 2 buttons, and the quick buttons on the tablet itself.

Probably not. You won't get a good feel for actual drawing and there isn't really a good drawing app for an iPhone.
Just buy a decent cheap drawing tablet (like this one for only 30 dollars: https://www.amazon.com/HUION-H420-Graphics-Drawing-Signature/dp/B00DM24HNE ) and use free software like Krita.

Manga Studio was pretty cheap when I last took a look at it, and is entirely designed for people looking to draw/further their drawings and less so for standard image editing
Tbf, I've no idea where to get it or how much it is anymore though; all I found from a quick Google search was this amazon entry (which shows me a "currently available" message).

They make a tray for it also that will hold the tablet if you have a smaller tablet.. but im getting rid of mine for a larger size cutting board. i want to be able to grab the edges and mount my pen to it
