Any modern laptop with an Intel i CPU will have a decent stab at Dolphin, GPU not usually required since Intel HD____ on the 6th gen and newer CPUs tend to suffice.

I couldn't find an inexpensive GameCube controller that worked right. The thumb pads didn't work after short use. I've used this since June of last year with the dolphin emulator. I mostly play Godzilla and racing games though.

I would refrain from buying 3rd party controllers. They're usually much worse in quality. If they work with a wii then they should work work with Dolphin and the Dolphinbar aswell.
But you can get original used wiimotes on amazon for like 25 bucks.
Also: Wiimotes use AA batteries not AAA. That was a mistake on my part.

Simpsons Hit and Run and some others have to be run at 1x resolution to get full speed. There is some talk of the Ishiiruka build of Dolphin for weaker PCs but I have never tried it out, and don't feel the need to.
