Please quantify "significant difference."

Sounds to me like you want people living in impoverished communities with subpar access to education and resources to do what academics and PhDs working for the government have failed to do after decades of research on intervention programs.

BLM is never even directly mentioned. Or is everyone who is upset about the police killings of young black men now part of BLM whether they like it or not?
