Is this exactly what you want? Including the less common calibre and Nikon Scope? If so then it is an alright price, not a great deal, but close to fair.
With little effort searching, here is a Browning A-Bolt 3 for around $560 shipped in the more common and easier to find 243 and with a wood stock, and here is the Monarch 3 2-10x42 for $367 shipped.With any reasonable FFL fee you have an A-Bolt and the same Nikon Monarch for less new. If the one the seller is offering is a "Medallion" model then it will increase the value and may be a decent deal.
Personally, I think there are offerings from Savage, Tikka, and even other rifles, including others from Browning, that I would much rather have. I also believe there are more desirable chamberings, unless there is a very specific reason or application you have in mind for the 243WSSM.
I think for $1,000 you could get something like a Browning BLR, Weatherby Vanguard, or Tikka T3 and put some decent Vortex glass on it and have a fine hunting rifle in the exact calibre, configuration, and scope choice that you wanted and thought best for your hunting and/or shooting needs.

I don't feel like going further, but you get the idea. You can't charge as if its new because its not. You can ask whatever you want and you may get an offer, but you are more than likely not going to sell for that price.

for that the price it better be good quality, most seem to come in 4x32 this is the only 3x30 I saw. Oh and it's the one that trijicon itself placed on their site as a recommended accessory.

Aimpoint PRO's go on sale for around $400 or less. lapolicegear.com had them for $360 shipped a few weeks ago. The Aimpoint is actually cheaper than the Stirke Eagle and the cantilever mount, so it seems like a very fair trade to me.
