I would venture to say that it's hard to conclude anything with the details you've given. From a pure "time" standpoint, 4 hours does seem long, but for a finale quest, I can see that taking longer because the stakes are higher.
I know with our group, in the beginning, a lot of time was eaten up understanding how the AI works, making sure we made good decisions for the AI, and questioning all the rules that made no sense or were different than the base game. This is/was also exasperated by owning all the things in Descent (new monsters, new minor rules to look up, etc). Games took 3+ hours when we started.
However, our last session, we blew through 2 full quests + purchased skills + everything in between in about 3.5 hours because we are a lot more familiar with everything.
We've found:
Try playing with one of these (https://www.amazon.com/Cube-Timer-Chess-Clock-Book/dp/B004S56RJG) or a timer of your choice and see if there is one particular person who takes longer than others. Just having a timer of some sort will usually push people to play faster.
My collection started off that way in labeled ziplock bags but I recently switched over to this cd binder that fit every tile with room to spare. Next step are hero and overlord card binders and perhaps a miniature case.
