ammo is the biggest factor when shooting 22. I'd suggest you try CCI standard velocity to start, or any match grade 22 ammo that is standard velocity, which will be much more accurate than the supersonic stuff. My CZ 455 really shoots Lapua Center-X ammo well, as well as the pricier Eley stuff.
You'd also do better with a bipod to get a more stable base to shoot from. You don't even have to spend that much

for a scope, I have a Bushnell "rimfire optics" model on my CZ 455, it was ~$140 and I have much nicer scopes I could swap it for, but I have yet to do so because it's worked so well for me. This model looks pretty good, I have the next tier up with more magnification but it seems to be discontinued. It has a ton of elevation available for adjustment, I've shot out to 300 with it, and even 500 with holdover past it's adjustment range. Get a rail to mount it on, and you'd be good to go.

Where do you live in MA? The south shore area hosts monthly informal 22 rifle matches at area clubs, and they are open to all and very helpful to beginners.
As a lot of others I also use the Howard Leight muffs, and for plugs would highly recommend the Howard Leight Max plugs. I've used both the corded and uncorded and they are the best earplugs I've found in terms of sound reduction. Whenever I can I wear the plugs and then on top the muffs turned up to near full blast. You get even more protection and can hear everything pretty much normally. Especially great for action shooting, keeps the buzzer nice and loud.

I have these for my indoor range, the included little bag is perfect for these and safety glasses. Unless you go up to fancy noise cancellation ear protection, these (one ones like it) are perfectly adequate.
To my knowledge, as u/ExpatJundi said, it doesn't have to be rigid. I'm pretty certain it can just have locking zippers, especially since that's what I primarily see at USPSA competitions and other range gatherings.
I had been looking at the Plano pistol cases, but ended up saving some money by going with this bag... Not top of the line by any means but I've been very happy with it thus far.

I usually double-up with foam plugs and the electronic earmuffs.
I have this one for my EDC 938. They obviously make different sizes but they are beautifully made and hold the gun well
I have to believe you're not trying to screw anything to the underside of the seat, so I recommend one of these. Fasten the cable around one of the seat posts, I guess, and then you're good to go.

Howard Leight makes two electronic muffs, the one linked by /u/farglesmirt and another, larger pair.
The bigger ones are 30NRR and the smaller more portable ones are 22NRR, which is a big difference on their own (10db = 2X power in the sound wave). If you are shooting indoors you should definitely always double up hearing protection anyway (33NRR plugs are cheap and plentiful), and I think with doubled up hearing pro, the NRR of the weaker layer is less relevant. Just in case you wanted an option with more protection, or you might want to wear the muffs on their own if you are outside or something similar, figured I'd mention it.
