After you paint minis that you intend to play with it’s a good idea to seal them with varnish. It protects the paint job otherwise you can start to wear it down over time.

Generally, matte varnish is best unless you want really shiny - take a look at the army painter spray here:

The reason you want to do it before basing them is the varnish will cloud up the clear base, so you want to get them all finished before re-basing them.

Nothin to it but to do it! Seriously, there is so much pride that comes from playing a game with minis that you painted. Even a poor paint job is usually better than NO paint. I'd recommend buying one of the "learn to paint" kits from Reaper or the like. It's pretty cheap to get started and find out if it is for you.

The guy uses [regular plastic page sleeves](Better Office Sheet Protectors, 50 pack https://www.amazon.com/dp/B07C425X2N/ref=cm_sw_r_cp_api_i_wriyCbN8SMCRT) and cuts them to fit in the tiles in custom made pockets, and then solders those pockets melting the plastic.
