This is a big question, and there is no answer. Battle Network is "coded" as most games are, on a custom built platform usually C or C++ based. If you want to make one, you can use literally any programming language. Which ones would be best? That depends on what you're looking for. If you want it to be easy to code, Python with PyGame is easy, or use an engine like GameMaker Studio or Unity. If you want a robust engine that runs efficiently on limited hardware resources, you can't beat C++ for that.
But programming is programming. In the end, what platform you use to write your code stops mattering once it's compiled. It all becomes object code in the end. You could write it in Java, C, Python, Haskell, Ruby, Cobol, [Whitespace](http://en.wikipedia.org/wiki/Whitespace_(programming_language), or Lolcode and the end result would be the same.
Game programming is difficult, and it's something people (like me!) spend years of their life and hundreds of thousands of dollars in student loan debt trying to learn. If you want to become a hobbyist programmer, I would definitely recommend finding a textbook and going through it to learn how to make a small game before attempting something big. Being good at computers is one thing, but game programming is a different beast altogether.
If you want to go the PyGame route, I recommend Game Programming in Python, Lua, and Ruby. It's a pretty solid book to get started with.
Look closely at the packaging; it's possible it's actually a carefully placed sticker. I've noticed that on several Bluefin distributed Mega Man products (which these definitely are - I bought them from their booth at a con) they cover up the "Rockman" logo with a "Mega Man" logo sticker. I can't remember if it was the case for these, but it was absolutely the case on this figure's packaging.
Edit: I could be wrong here, but I think there was a separate production run for these than the original Japanese release as well, because these figures are all clearly labelled on the top of the box. As SegaNomadman said, there is a "secret" red Mega Man as well - it seems weird to me that they would give you a different figure than what is clearly labelled on the box. Maybe the original Japanese versions were blind-boxed? I don't know.

I watched this cartoon all the time before school in the 90s, and it features all the characters from the game series. If he's into Mega Man as much as it appears, I'm sure he'd love 'em.
Visual Boy Advance is *the* best GBA emulator out there (just be sure to turn off the "bilinear filtering" as fast as you can, it makes everything look blurry). It even runs original Gameboy and Gameboy Color games. I'd also recommend grabbing one of these if you don't have one already.

I also really enjoy the Worlds of Power book that I had from 2nd grade for Mega Man 2. Its basically the novelization of that game.

I've actually reached out to Archie about this a couple times. They keep saying the graphic novels will continue, but Vols 9-11 keep getting pushed back according to Amazon and other retailers.
Archie does however have a "Master Edition Vol 1" that is supposedly coming out in May, which will collect graphic novels Vols 1-3 and is apparently manga sized:

So while they haven't said anything, my hunch is the original line of graphic novels will never be picked back up, and these new Master Editions will come out to collect all of the issues.
As for the entire comic line itself, some are speculating that it was put on "hiatus" to reboot it next year to align itself with the new animated show slated to come out. Both Archie and Capcom are silent about it so it's just speculation at this point.

They are from Bandai's dead D-Arts line. You might be able to find the new 4-inch X figure by Sentinel for cheaper, but he is quite a bit smaller. If you're into non-canon designs Truforce X is probably the nicest Megaman figure there is; and he's fairly cheap for a mostly metal figure with an LED buster
