Most of the monitors here are free sync and I would say have good implementations however I will include a Gsync category.
I would not recommend 4k for the 2080. It would be able to run games around 60 fps at 4k however refresh rate will make things more enjoyable. Also, 4k high refresh rate monitors are currently very expensive.

IPS has slightly better viewing angles than VA.

However, VA does not have defects like IPS glow and much better contrast, so much better blacks and such.

IPS has much better viewing angles than TN. TN will color shift if looked at straight on.
IPS has much better colors than TN.
TN has the best response rate.
TN is basically worse in every way than VA and IPS except for response time.

Right, crash course time. I'm not really into the fighting game scene, barring watching a few EVO matches, but I'm going to go ahead and assume that they use TN panels, which prioritize high refresh rate and low input lag over picture quality. That one you linked most certainly does. If you've been using a TN monitor for a while, I'm not surprised that your friend's Predator got you thinking.
For picture quality, you have two options for panels: IPS and VA. Some people will tell you that IPS is the only way, but those people are wrong. IPS monitors clearly win the areas of color quality / vibrancy and viewing angles; TN panels have awful color shifting when viewed off-center, and VA panels, while better, aren't fantastic. On the other hand, all IPS panels bring with them the dreaded "IPS glow," a soft, pale light from the corners visible in dark content.
VA panels, on the other hand, stomp the competition when it comes to contrast - compare ~500:1 for TN, ~1000:1 for IPS, and ~3000:1 for VA - making them an excellent choice for movies. Think the difference between LCD and plasma televisions, which is actually not far off, technologically speaking. But, they're incredibly slow - there are only a handful of VA panels available with refresh rates over 60 Hz - and not really suitable for fast-paced genres like FPS.
Also, consider that both IPS and VA panels have inferior response times and input lag, compared to TN. Almost all gamer-oriented TN panels have ~1ms response times, while IPS aim for ~4ms and VA are lucky if they get ~8ms. What this means is that things might seem a little sluggish when you start out; I emphasize "might" because some people, like me, don't care about the difference, and others don't even notice it. Manufacturers attempt to fix this problem by building "overdrive" into their monitors, essentially pouring more juice into the pixels to force better response times. As you might imagine, though, this comes with its own problems, including higher input lag and "overshoot," faint trails and blurs behind fast-moving objects. This one I do care about, and it's one of those things that once you see it, you can't stop seeing it. IPS panels can suffer from this problem, but VA is where it gets really nasty.
So, in summary, you have three options:

Well, that's just about all you really need to know about finding a new monitor. As for suggestions, I don't really keep up with all the latest models and whatnot, so I'll leave that to others. The Predator is an excellent monitor, though. If you liked your friend's so much, why not get one yourself? It's right in the middle of your budget at ~$750, and includes all of the neat features above, minus 21:9. For $50 more, the ASUS PG279Q offers a similar experience with maybe juuuust a bit better colors. Finally, Acer also offers the 34-inch, IPS, 21:9, curved XR341CK for ~$840, which is...just...wow...really quite a...reasonable price...hmmmm. There's also the G-SYNC-enabled X34, but that $400 premium is absurd.
Well, I know that was long, but I hope it helped. I just think it's always best to know what you're looking for, rather than just following some random recommendations. If you've got any questions, it's my long weekend, so ask away.

EDIT: quick side note! WAIT FOR COMPUTEX BEFORE YOU BUY ANYTHING! I can't tell you how many times people buy hardware before new ones get announced/come out, and then they beat themselves up. Consider these options as a pathway, but you should 1. Do more research on the things you look for in a monitor besides the things I've mentioned before and 2. Wait until something better gets released since you said you are planning to do a PC build in the near future. Wait for AMD's new architecture, named Polaris, to drop. Wait for benchmarks. Wait for monitors at computex to be announced, and then make a decision! :) All these things can help.

If the laptop has optimus as well, then maybe - but honestly, for $200 (I'm assuming USD) you're much better off buying the laptop and a dedicated 144Hz monitor to use at home. That's what I did - I have the Asus GL504GV (i7-8750H, RTX 2060) without G-Sync (but it does have Optimus) and I very recently bought the Acer VG240YP which is honestly an amazing 144Hz IPS display for the price. This has the added benefit of giving you two screens for the same price as one with G-sync.
If you want to use G-Sync while traveling (if you travel often and can't drag around a monitor) then sure, that's your best bet - but once again I don't think it's worth it. I haven't really ever needed G-sync, since everything I run on said laptop stays around 100fps anyway.
I think it is if the price is within reason. I definitely don't think you need another s2716dg, and that is where it gets hard. There are appropriately priced options out there imo, but not sold by Dell so if you want them to look the same it will be a higher price tag.
Basically if I were you would want IPS, same size and perferrably same bezel. Options there are something like a U2715H or U2717D from Dell. Removing the bezel preference drops the price form $500ish to mid $300s. Then just go for what looks nice and will work well (make sure to pay attention to vesa capabilities). In the end if thats more then you want to spend, pick up the SE2717H on Newegg right now for $140 and $130 after $10 MIR. This monitor is only 1080 but for a good price and has an almost identical bezel to the S2716DG. It can be mounted as well but with an adapter sold seperately and a proper monitor arm.
Edit: and after everything above, if time isn't a constraint, just wait and play the market for a 1440 monitor in the future as sales are bound to happen eventually.
Edit 2: Something like this would do very nicely if you can justify the cost.

I pulled the trigger on a Samsung C32HG70 over the weekend cause the price went down to $460 on Amazon. But the price jumped to $550 today!
I highly suggest looking into the LG 27UK650. It has 4k with HDR. It's an IPS display also (amazing colors but slow GTG latency). The only down side is that it's 60hz, so it's a bit weak on the PC side. But this is a good deal right now on Amazon at $396! It's the cheapest it's ever been. If you want amazing colors at 4k... this is your best bet. If you want 144hz with 2k super sampling, VA Panel with 1ms GTG and also has HDR... go with the Samsung C27HG70.

(Side Note) Even though Samsung C27HG70 and the C32HG70 are 2K monitors, the PS4 Pro downscales everything to 1080P for all monitors that are 2K. THIS IS NOT THE ISSUE with the Samsung models. The PS4 Pro recognizes these monitors as 4K and the monitor will do all the super sampling. In my opinion, this is an amazing feature that I've only seen on this Samsung display.

If you view this image and look at the manual, at the top left is the Ergotron logo. I used to have two of these Erogtron branded arms from 2005-2017. They are AWESOME though spendy--the Amazon branded one is a great deal. Great articulation/adjustment options. I have junky monitor arms in my office and they work as far as holding your monitor, but you can't adjust on-the-fly, they require tools to tighten/loosen bolts and feel flimsy.

I've read your forum of reviews and you seem very well versed in the subject. It just can be an overwhelming amount of information.
With a use case of work of app developing and occasional single player gaming, is there any significant benefit for a lot of the monitors on your list over the LG 27UD58 at it's $299 price point? I'm not going to be editing photos or media, so the minute differences in color accuracy may be lost on me. I just want a significant upgrade from my current main monitor (which is a BenQ 24" 1080p TN panel). My budget ceiling is in the ballpark of 500, but I'm trying to understand what, if anything is a big difference between the low and mid end of 4k IPS monitors and get the best bang for my buck.

The Alienware 25 inch is awesome! I had one for a couple years and had to upgrade to 4K for editing, but great monitor and excellent build quality. The free sync worked great with my Nvidia GPU. No need to spend extra on Gsync. Alienware 25 Inch, 240 HZ Monitor
I'm using a really old, shitty desk purchased from Walmart like ~10 years ago and have 0 problems with stability. I was worried for a little while that it was going to just tip one day or even just break the desk but it's been going strong for about ~1.5 years now.
Here's the mount I'm using...
I have a 27" QNIX and a 22" Asus mounted to it and it's been nothing short of perfect. The arms can be titled and move horizontally but the height isn't very adjustable, at least not easily. You basically set it to the height based on pre-drilled holes on the vertical standing arm (the part that mounts to the desk) and just stick a screw in to hold it there. If you want to adjust height you'll have to remove the screw and likely take the monitors off before sliding it up/down. If you want something that's easily adjustable in height, you'll be spending more in the ~75-100$ range as opposed to ~40$ for a less-dynamic model.
It sounds like you may just have a single monitor though... If you have no plans to add another then I'd just get something like the Amazon Basics for 99$ or the Mount-It! for 39$.
The Amazon model gives you pretty much the maximum adjust-ability but it's a bit pricey (not really, other mounts are just cheap). The single arm Mount-It! I linked is a little more adjustable on-the-fly than my personal mount I posted earlier but costs about the same as the dual-mount.
Also, I use a sit-to-stand desk at work and love it. I get pain in my lower back from my terrible posture and generally can't sit still too long without getting up to walk around a bit. Being able to stand and work whenever really helped limit my back pain and I love being able to move about. The downside is that they're pretty damn expensive... For a reference, we have Ergotrons where I work.
If I had to guess I'd say it was this model specifically. That whole 'desk' mounts on your actual computer desk and can be raised/lowered and adjusted in all sorts of positions.
edit and now that you've got me looking into all of this again, I'm thinking of upgrading to something more adjustable like the Amazon Basics mount but a dual-monitor version. IMO just skip the cheaper model and get something more dynamic like the Amazon mount.

But really I don't understand why you are buying a new monitor. you have a 1440p 144hz monitor that may have amd freesync. That's already much better than either of these. Maybe explain your usecase. Also i should clarify that many people at 144hz don't really care about freesync gsync as much, they are mostly beneficial at lower hz.

I've researched for a while & really asked to question b/c I didn't see them listed as much as some others, but IMO they are the best. I also like the ASUS equivalents as well. Most of what I see are monitors catered towards gaming, and that is great but I also want to have kickass colors & build quality.
To me, my requirements were met with the Ultrasharp series. I have seen some in person and they're awesome. Other monitors in the same category do go on sale more often, but to me the fact that the Ultrasharps do not go on sale is indicative of their quality. I don't need any quicker than 60hz and I really don't want to invest in one of those obligatory Korean Qnix reccomended monitors because you could get a bad panel, and the build quality isn't stellar, plus the Dell's are introductory graphic design monitor too.

This Viotek monitor has gotten some good reviews lately.
It is a TN panel, but it's a newer panel that produces more vivid colors. My understanding is that you wouldn't want to use it for color-sensitive work like photo/video editing since it over saturates, but it does help with the "washed out color" concerns that usually come with TN. You'll still have the poorer viewing angles though.

The Pixio PX277h is a 27" 1440p 144 hz IPS monitor with HDR (one of the only ones to feature that) but is a bit above your price range. They also have the PX276h, which is the TN version and a bit cheaper.
If you really want IPS, you might also consider the Nixeus EDG27S v2, which gets high praise around here and is considered to have the best FreeSync implementation on the market.

I'll give you the three that I always recommend.
The Spyder5Express is the cheapest worthwhile option. It's not perfect, and it misreports some data after calibration, such as contrast ratio. It's good for a home user on a budget, but not ideal for professional results. Please do not buy a more expensive Spyder unit. They're the same colorimeter, just bundled with different software.
The ColorMunki is more accurate and will get you semi-professional results in the home. Good for the prosumer or professional on a budget. This is the one that I recommend to most users since the cost is typically not much more than the Spyder.
The i1DisplayPro has the same accuracy as the ColorMunki, but a faster sensor, and has better build quality. This is for those who plan to calibrate many devices.
I'm not a fan of the included software with any of those options, so I always recommend [DisplayCal] (https://displaycal.net/).

Sitting here with a x34 predator and 27" asus 1440p display below my 42" 1080p tv flanked with 2016 15"mbp's. I can say you don't need all of this to be more productive for work (though it's nice).
For work: Largest productivity improvements for me are 1440p displays as the workable space is fantastic. I don't recommend anything less now. I work with code, documents browsers and terminals so for me having nice looking text (no glow, high pixel density, etc) was paramount. The https://www.amazon.com/PB278Q-2560x1440-DisplayPort-Ergonomic-Back-lit/dp/B009C3M7H0 was my first 1440p display and while i had to buy 2 (first one had issues, not convinced of the QC) the second has been flawless and the build in stand offers lots of flexibility (vertical etc). It's currently $400 but you can find it on sale cheaper occasionally and i'd say its worth the extra $100 if you can swing it.
For gaming the 1060 will be sufficent for 2560x1440p and depending on the type of gaming even teh 3440x1440p. I'm currently running the above 3 displays off a 970 gtx and while its not optimal i dont drop below 50fps often and typically well north of 60fps (doom3 is 80-100fps with highish settings).
Still waiting for a good 36"-42" 4k display to check enough boxes for me.

If you're gaming then moving up from 60Hz to 144Hz is a huge improvement with smoother motion (provided your PC can run higher framerates) and lower latency. Definitely go 144Hz or better for gaming.

The BenQ uses a TN panel with dull and uneven colors, poor viewing angles and overshoot ghosting (AMA High=overdrive on) or slower pixel response times (AMA Off=overdrive off) versus similarly priced and much better looking 1080p IPS/PLS. The 1060 max-q isn't powerful enough for gaming at 1440p on any new or demanding game, so I wouldn't recommend it unless you plan on upgrading in the future or plan on building a desktop at some point that is more powerful. Also if you primarily game I would recommend 144hz over 1440p. I would stick with either 1080p 60 hz or 1080p 144hz, but the 1060 probably won't be able to fully use that 144hz on most games. I have the msi gs65, which has 1060 max-q as well, and it has a 1080p 144hz panel in it, and I get 100 fps and above on less demanding games, but any AAA or graphically intensive game struggles to get above 60. My final thoughts before recommendations would be an ips or va panel over a tn, because the response time downgrade is (imo) worth it for the amazing color reproduction. Also at 144hz i find that g-sync and freesync are not that useful and find the additional price not worth it. If you are only gaming and doing competitive games then TN is fine though. Anyway, here are my recommendations

It's not sub 400 but its a good panel. Gsync and Freesync compatible, 1ms refresh, ips. Good colors, good refresh, good compatibility.
I would keep the two monitors you have now rather than just getting one super nice one. Or, you could sell one and replace it with a super nice monitor and keep the other AOC 1080p. I have the LG compared to the ASUS I have. The ASUS is 1440p, is maybe $50 more and has a bit higher of Adobe RGB coverage. But yeah use that sight to research the monitors you're looking at, it's a great resource.

Sadly r/monitors does not provide console gamers much love sometimes, but as I've now done the research to be at least a little knowledgeable I'll share what I know.
So the short answer to your question is what you're looking for does not exist in your price range. This is because what you're looking for is a 4k monitor with true HDR at 60 Hz. Those run in the $600-$800 USD range.
The good news is that if you're willing to make a few sacrifices then you may be able to find something.
A bit of knowledge for you, consoles wont output anything over 60Hz so getting a 144Hz monitor is useless. That saves you some money.
Sadly the monitors with "fake" HDR are out of our price range (I've been looking for three months for the same thing you're seeking). Those run $450-$500.
So were left with a 4k monitor running at 60 Hz. I'll link what I've found in our price range. That seem to be worth anything.

The ASUS monitor is a TN monitor so the colors will not be as vibrant but the performance will be better which is what you're looking for in FPS games. The LG is an IPS monitor so it'll have the opposite.
I will be getting the ASUS. Having missed my opportunity earlier this week, I'm waiting to see if Monday brings the price down below the $300 USD price hold again.

Also since its console use you don't really need higher than 60hz as your not going to get the benefit as nothing runs above 60fps. So you effectively be running 60hz anyway. Most important thing would be response time 1ms-2ms range.
It is very likely that the default calibration of your monitor was pretty good.
With regards to actually calibrating your display, I have this and the best feature is the ability to dynamically adjust the colors based on ambient light. This makes a much more noticeable difference for me than simply calibrating the display once.
I have an X34, the curve is barely noticeable.
 
I would ask, have you tried an ultra-wide monitor though? I know a lot of people who just immediately write it off with "I don't need that!" but then they try it and are impressed and agree, for gaming, it is much more immersive.

I would recommend waiting a bit though to get some review on the first monitor but I would recommend it none the less if it is like the second monitor only cheaper and with sRGB instead of a wide color gamit.
I would wait to see real reviews on the upcoming LG 27GL850-B, its an a new IPS 1ms panel nano led, 144hz Freesync / Gsync compatible, it should be out by ends of August, i seen around 500 eur preorder, but i would wait for reviews to see how it performs and if it doesn't have any issues.

Literally just came across this monitor browsing Amazon and it seemed almost too good to be true for the price/brand.
Like you I'm not seeing many major negatives but a whole lot of positives, my biggest thing I'm a paranoid purchaser and whenever something seems too good to be true, I feel like there's some major drawback I just haven't noticed.
Like you said, a 2K IPS, 5ms response time, and 75hz refresh rate at 27" seems to tick all the boxes you'd want in a quality mid-level display; so is the price just reflective of limited physical attributes like no VESA & height adjustment?
I'm struggling to see how its not otherwise a better display than the Dell UltraSharp U2715H which costs a full $200.00 more.

If you're ok with 25 inches, you should consider the Dell u2515h [$339 on amazon US] [$350 on NewEgg]. Dell has really good quality control, so you're really unlikely to get any dead pixels. The panel is also color calibrated, so it just looks amazing. The thin bezels, the ability to rotate 90^o, abundance of ports (2 HDMI, 1 Mini Display Port, 1 DisplayPort 1.2, 4 USB 3.0 ports) were also big selling points for me. I got mine in 2015 and it's held up great since.

You can get a stationery monitor mount, which allows you to pull the screen closer, tilt, and rotate, but doesn't allow individual height adjustment for each monitor such as this.
Or you can get three individual mounts, which allow full mobility (up, down, closer, farther, & rotate) such as this.
There's double/triple versions of these as well. Double. Or Triple.
Good brands include: Ergotron, Ergrotech, VIVO, & Amazon's version. Mount-It and Cable Matters both make some as well, but I haven't used these ever.

I don't see a real need to get another 1440p screen honestly. Especially since it's just your side panel and being cheaper you could get 2x 1080p screens and have a lot of screen real estate. If you strictly want 2 panels only, then I could understand going 1440p I suppose. I'd think 4k would be better though since you could watch 4k movies on that, and use your main monitor for gaming.

Hey, I have the exact same card and also planning to upgrade from my regular old 1080p 60hz BenQs. I have done quite a lot of research and have come to the conclusion, that starting from around 350$ adaptive sync is essentially a must-have if planning on any kind of gaming and futureproofing. As far as I know there are no additions needed to use FreeSync other than plug it in and turn it on from the monitor settings besides connecting your monitor via DisplayPort (or DVI aswell?).
In my opinion the best price to performance value monitor is the last one you mentioned, after weeks of searching I have not found anything close to these specs and that pricepoint. The only caveat with that particular model seems to be that the stand does not have a height adjustment or the VESA mounting points. Also the panel is a TN, rather than an IPS, so if the latter is preferred, add another ~100$ to the monitor's price and get either this:

I currently have one and it is fantastic. Viewing angles and colors are fantastic since it's IPS. If your'e interested at all in overclocking it, mine I was able to set at 75hz
I´m personally a big fan of VA panels. yeah they´re not as accurate a lot of the time. but unless you´re doing colour-sensitive work. you´re not gonna care once you see that sweet sweet contrast ratio VA has to offer.

Yes, that's definitely the case with the LG, one of the reviewers on YouTube referenced the issue in a chat session, once you enable certain settings, it would immediately disable the others.

I got that Dell. Was going to get this for $300 but the Dell was on sale $360 at the time so I bought it instead (the sale was Black Friday or something, don't want for it). It seems to go down to $400 now and then.
Get whatever you want. Both 144hz/G-SYNC and 1440p looks nice, you don't need both, they're both huge steps up from what you currently have.
I would personally pick 1440p 60hz for casual gaming, but it's just a preference.

The 16:9 one is a 1440p display. It will work fine with the macbook, but the PS4 will output 1080p and upscale. If you're fine with paying extra just for desktop space for the macbook, go for it.

Thanks for the list! I believe I actually found a really nice monitor. It's the Acer XFA240, 144hz 1080p and it is G-sync compatible with the latest update since I own a GTX 1080Ti. I think it's perfect for me considering my main display is G-sync as well. The only con is that it is a TN panel but I don't really mind as my main monitor is also TB.

Ya, HDR is slim picking at the moment. About 2 months ago I found Samsung LC27HG70QQNXZA. The only thing it is missing is GSync (it has FreeSync instead) but I dont really notice not having Gsync on my main monitor any more. HDR games on windows are kinda few between but it works great when connected to my PS4Pro.

This is one of the very few monitors that will take a 4k signal from the PS4 Pro and output it as 1440p. It doesn't have G-Sync but reviews say the Freesync works with Nvidia cards. Mine arrives today so I can keep you updated if you like.

Will I have screen tearing issues without a G-Sync type monitor, or will the colors be okay? I have a 1080 Ti to pair it with, my biggest gripe is screen tearing pretty much cause v-sync gave my current setup input lag.
It probably has better colors than your old monitor if that helps,but as i said its main features are not colors as it has a TN panel.There is also a new ips 24 inch 144 hz monitor it came out couple of days ago so there are no reviews for it. It would be the best if you went out and checked the monitors in person if you have that option.

Samsung CHG70 27" 1440p 144(165)hz is 600 USD, 32" is 700 but you pay for lots of extra features that you said you don't need like backlight strobing motion blur reduction etc, adaptive sync etc. IMO overpriced, just like Samsung's smartphones.
Philips 328M6FJMB 1440p 32" 144(165)hz - this one will be presented in 7 days on the big tech show IFA Berlin just like the LG panel that we talk about in this thread. I'd expect the price to be around the AOC monitor since they basically match specs. Also this screen has been announced in April and was initially not meant to be released in Europe, only in Asia. It was meant to be shipped to customers in Asia by the end of July so I don't think we'll have to wait long for it. Btw. The price in Taiwan is 14900 Taiwanese dollars which is around 500 USD.
LG 32GK850F - 1440p 32" 144(165)hz - Freesync version of the monitor in this thread, without G-Sync "tax" I'd expect around 600 EUR. Also presented at the IFA tech show in 7 days.
There's only those 5 1440p VA high refresh panels I know about, counting 32/27" and Freesync/G-Sync variants as the same panel.

So I've been doing research for a similar monitor with a similar price range. Bottom line is you're not gonna get a "real" hdr monitor for under 500 right now. Just the psuedo ones. Anyway here are some monitors I've been keeping my eye on.

As far as I know it's the Predator without G-Sync.
Whether you want one or multiple depends on what you're doing. If you want multitasking for coding or something, I think double/triple monitors is a better setup. If you're mostly gaming/browsing, one is sufficient.

I've also got some vision impairment in one eye from a detached retina years ago. There is an amazon basics branded arm which I use and I believe would fit your needs. It will extend about 24 inches and you can move it just about anyway you can imagine. Also has a clamp that will work as long as your desk is at least half an inch thick.
You might need some help setting it up because the resistance screws can be a little hard to find.
$500ish? You won't be able to get 120/144Hz at 1440p with an IPS display for cheap.
You can get this ASUS monitor for around $400. 27", IPS, 60Hz, 2560x1440. You can get Dell's 25" offering for a similar price. Dell's 27 inch offering is a little over $500, if I remember correctly.
ASUS offers this MG279Q for a little over $600 when all is said and done. This might be your best bet. Acer offers this one, with GSync instead of the previous monitor's FreeSync for $700.
Edit: All of these monitors are IPS. If you want to go TN, I bet the choices will bloom and the prices will lower.

Personally I just looked through options for a long time and found that the ASUS PB258Q was my best bet, though your requirements might vary. A couple reasons I chose it over Acer's offerings is the VESA mounting capability(though I see the K27 has that) and thin bezels. I personally plan on eventually having 3 mounted for an Eyefinity setup.

EDIT: Looks like Scorpio needs HDMI 2.1 for Freesync. Nothing has HDMI 2.1 right now I believe. Maybe wait for HDMI 2.1 monitors? I would.
I would get something with FreeSync. I believe Scorpio will have FreeSync support if you ever get a PC with an AMD graphics card you can utilize this monitor on it too.

Have you already considered the Dell Ultrasharp U2515H? It seems to meet all your criteria and is also within your budget. Here is a great review for it by TFTcentral.
Neither configuration. You'll generally want an IPS for the colour work you'll likely be doing with your editing, perhaps a professionally calibrated one (or acquire your own external calibration tool) if it's more than a hobby.

If you only play competitive games i'd get 240hz. Pros don't really care for g-sync so I would just get a freesync panel since its much cheaper. Screen tearing isnt a big issue wirh high frame rates. You don't need to worry about 144hz, the consoles can't take advantage of that anyway. On the other hand, there are a decent amount of games for Xbox One X that can actually run at near 4k resolutions, so I'd recommend getting a a 60hz 4k panel with the best colors possible. I'm not as knowledgeable on specific models as others on this sub, but from some quick research this 4k IPS LG panel seems decent and squeaks into your budget.

Ok, so here are the only real choices that exist right now, as far as I can tell.
LG 27UK650-W (https://www.amazon.com/LG-27UK650-W-Monitor-FreeSync-Technology/dp/B078GRM2MV)--This supports HDR, and Freesync over HDMI, but is an IPS-type panel, so by its nature its response time will be higher than 1ms. There's another caveat too: Because its not Freesync 2, you have to choose between HDR and Freesync at any given time, you can't have both at once.
BenQ EL2870U (https://www.amazon.com/BenQ-EL2870U-3840x2160-Brightness-Intelligence/dp/B078HWN5CX) This is about the only TN-Type HDR monitor I know of, so you get 1ms response time, but I can't find affirmative evidence that this will support Freesync over HDMI, and even if it did, it has the above monitor's problem of seeming being only Freesync 1, so you'd still have to choose between Freesync and HDR.
Samsung C27HG70 (https://www.amazon.com/Samsung-LC27HG70QQNXZA-C27HG70-27-Inch-Monitor/dp/B06XSQ5QN8) There's also a 32" version of this---This looks like the only Freesync 2 monitor on the market right now, so you get HDR and Freesync at the same time. The catch is that its not 4K, only 2560x1440. The panel response isn't quite 1ms, being a VA-Type panel, but its pretty close, and you'll have to do a firmware update on the monitor before the Freesync will be actually useful (out of the box Freesync range is 72-144hz, so useless for an Xbox. The update drops the minimum to 48hz). It also has not so great reviews, mentioning things about flickering in the lower Freesync range, so, consider this one with caution.
And that's it. Sadly, there's a consistent reality that monitors and their production are at least a year behind available technology for whatever reason.
Maybe a 1080p monitor with 240hz would suit you especially if you like playing csgo competitively.
