Only frets 10 to 13? That could mean the neck is bowed. You can confirm that with a straightedge or by putting a capo at the 1st fret and holding the string down at the 17th. If the middle frets are closer to the straightedge than near the nut, then your truss rod may need to be loosened.
I'd refer you to Dan Erlewine's The Guitar Player Repair Guide before you make any changes.

It seems to be available to pre-order on Amazon. Not sure why it's $19.59, though. I remember paying $15 (or maybe less) for the CD+DVD of The Resistance.
