My preferred methods:
I am not a big fan of shoving a bunch of cards in a penny sleeve, which is another common solution. I've received cards like this, and one thing that happens is that either the front or the back card slips out a little, then the pressure from the other cards creates an indentation in the card. It's happened to me more than once.
I only ship with A1 Envelopes sized 3 5/8" x 5 1/8"
They're the perfect size for Top-Loaders and never get crunched in the postal sorting machines (as larger envelopes sometimes do). Additionally, they're lightweight and can fit 9 cards + 2 top-loaders before you need to add additional postage in excess of the 1oz forever stamp limit.

Thanks for all the input guys. I've been doing some research on cheap laser printers since I can use it for shipping and my girlfriend can use it for printing classwork out. They can hold between 15-18 cards max. If I send more than that I just use more than one. They aren't as rigid as standard toploaders, but with a bunch of cards inside they are plenty strong.
I think these are the size you're looking for.
