I've been going down a similar route, and to be honest for this use i recommend an entirely different route. But let me add, I can be a very cheap guy, so I understand if my idea sounds crazy.




Go mini-itx and get used parts where u can.

An Intel g4900 can do hevc at super low latency. From there get a used mini itx, socket 1151 motherboard on eBay but ensure it has display port. Most onboard HDMI won't do 4k 60.




Get something like this for a case, already has psu in it.

Then use moonlight streaming.

Is it all more then a rk3399? Yes, but it's still small, and will out perform an Nvidia shield. From my desktop to a machine like this I'm getting under 3ms latency at 6k 60hz. Yes under 3ms.




Sidenote:. I've tried Android TV boxes, sbc's. It was all a shitshow for this purpose. And none of them could do low latency like this. I highly recommend looking this direction.
I even got a pi 4. Just sold it. In the future the pi4 might be awesome for this, but software is not there yet.

PS3 SIXAXIS Controller (Dualshock 3's work too, but I like the legit OEM ones, and those are hard to find. The convincing bootlegs/fakes are usually impossible to tell apart from legit ones when ordering online. That's why I look for used SIXAXIS controllers - no bootlegs. Also, I use PS3 controllers because pairing can be done or re-done entirely by connecting up mini-USB cables. No menus necessary once you set it up the first time!)

For a more serious, less user-friendly but more overclockable setup, ditch the case/heatsink above and go with these instead:

Some kind of heatsink, I'm using one from the Kintaro case but I suspect the cheap stick-on heatsinks are probably fine too

this open-air case (throw out the fan as it's way too loud... I'm sure other open-air cases will work but I like that this one has the 40mm setup for the below fan and the little grille to prevent curious fingers from getting in there at least)

this Noctua 40mm 5v fan (expensive, but quiet and provides solid cooling)

I like these Flirc cases, they are a minimalist design and very good at passive cooling. I would prefer the unbranded cheaper version of the Flirc to this kodi one. I think I like the Biqu cases even better, they are a very similar design, all aluminum and less expensive than the Flirc. Keep in mind that these aluminum box pi cases can act as shielding and reduce the range of the internal wifi and bluetooth, so that is something to consider if those are features that you use.

Pretty much any modern Android phone can play Sega Genesis. If you prefer dedicated hardware, RetroFlag's GPi case with a Raspberry Pi Zero can also handle that.

Answering my own question, now that I'm home and can check YouTube.

At around the 4:00 mark, you can see the sticks pretty clearly in this Taki Udon video. They're not as short as I thought they were. They're basically a slightly more compact looking version of the Adafruit stick.

I think, if I /really/ want L3 and R3, the lowest profile off-the-shelf part is probably the Nintendo Joy-Con thumb stick. But I think the easiest to solder will be the PSP 1000 series stick.

If you're interested in just a SNES controller, I highly recommend iBuffalo's USB controller. I have two and they are the closest thing to the original you can get. I would say the only difference is the weight, it's a little lighter. The price for this guy has gone up over the years but IMO there is nothing that compares to the build quality.
