Father in law used to do private pond management. If anyone wants to cheaply treat the problem this would be a good start.

A couple aerators would also help. A big trickle filter would be ideal (and expensive to run and maintain) and there was talk of a $250k contract to install something but not sure what happened with that.

There is nothing stopping the local police department from specifying your safe must comply with TL-30 which are expensive.

I did some checking around for you (Walmart, Target, Best Buy, etc) and no one has it in stock. I don't think you'll have much luck finding it locally, but you can buy it online here or here.

This is for everyone else when OP inevitably uses the stuff in the woods because he can't find an actual safe place to use it.

I know you're being shitty, but here's an actual solar-powered flashlight if you are interested.

I carry disposables in a little leash bag holder. Kinda like this one.

Be sure to have a bag ready so you can pick it up and throw it at the owner. Keep in mind, it's not the dog's fault!

My big rant about dog owners in Spokane is people walking their dogs off-leash, whether in a public park (not the dog park) or in the natural areas. That's extremely dangerous for you, your dog, another dog owner or another dog.

My dogs are both well-behaved when no one is around but you don't know how the interaction will go for your dog off-leash vs someone else's dog on-leash.

You mean ide -> usb ?

If you can’t find that, you might find a ide-> sata and then you could just plug it into a desktop computer. Or ide -> sata -> usb. I know that isn’t what you asked for but it might be challenging to find a ide -> usb in Spokane

You are new to town. Alleys never get plowed, never maintained unless enough citizens on the block complain about the potholes, then they will grade it. But be aware a grader in an alley can only do so much. You can snowplow or hire it done, you can fill potholes with gravel, but both are illegal. Not enforced usually unless someone complains.

Whatever you do, don't be one of those a-holes who thinks dumping their grass clippings in the alley potholes helps fill them up, it molds, stinks, and makes summer nights a lot less fun. Alleys are not dump sites. Get a set of motion sensor solar lights and put them up back there. Get a good set and mount them high. Really helps.
