things you will need listed in a very crude order based on the cost of the item/difficulty to obtain.
The above list could easily get a small SP started serving a semi-rural area with something like DSL or Cable, but also keep in mind you are just talking about providing transit, no services to your customers and likely a very very small peering to a tier2 SP that would funnel upwards towards a larger tier1. the tier 2 would likely send you a default route that you would pass down to your end users and you would send up to the tier2 a /24 that you are likely using a NAT pool for your few hundred/thousands of users that you service.
Your biggest issue will be the retention of employees, as with all networks issues will arise, when issues arise and an irate customer calls and yells at employees of your company, you have to protect your customer but your employee first. Or an engineer for your company has proven their worth and become the go-to escalation person and is essentially on call 24/7. this engineer demands a raise but you can not give them that raise since you are a smaller SP and money is tight, well whats stopping them from jumping to another networking job making more money with the experience they gained with your SP? nothing. how hard is that person to replace in a very demanding and complex networking environment? extremely.
your end game mindset has to be that you can pull enough customers in to stay afloat for a 5-10 years, in that time period you can continue to maintain/grow the network and pray to get purchased by the tier2/tier1 SP that wants the market and more importantly infrastructure (cables through equipment) you have built. then you can retire young and hopefully well off.
edit:
this book, though written in 1999 is still pretty damn accurate from a 1000foot point of view and costs < 5$:

I recommend this modem http://www.newegg.com/Product/Product.aspx?Item=N82E16825188005 to replace theirs, it's the same or even better. If they had been providing you with a wifi router, I recommend this one http://www.amazon.com/Linksys-WRT54GL-Wireless-G-Broadband-Router/dp/B000BTL0OA/ . This router rules right out of the box, but if you're a techie or have a buddy who is, you can flash tomato speedmod firmware onto this router to hotrod it even more, and in any case you can add $10 HGA7T add-on antennas to it (search amazon or ebay) to increase its range if you need more range. Good luck!
I switched to my own modem about 8 months ago. In my area of the lovely town of Oakland, ca..I pay $75/mo for 25down.
Since the switch to This my average speed is 80mb+
If you are not a fan of wireless keyboards for media experience, chip in for some remotes!
To name a few (all links are ebay, would've used Amazon, but that's what Google gave me).
The solution to this is simple. Buy a $70 DOCSIS 3.0 modem and a $120 or less wireless router. Return your equipment to Comcast and KEEP THE RECEIPT.
I use the Netgear CMD31T
It's officially supported, and supports most of the modern features (IPv6, DOCSIS3, etc).
It is 4/4, though, so if you have some ridiculous service speed (> 150Mb) you may not get the full speed.
Just be aware that it's only a modem, not a router + modem, so it only has one LAN jack. you'll still need a separate wired/wireless router or switch.
I take calls for Comcast. 90% is supporting our wireless gateway. If you rely on us to manage your internet equipment, (modem and router) you are setting yourself up for failure. Number 1, we don't help you if you have your own router; you'll have to get our wireless gateway if you can't fix your router yourself. Number 2, our wireless gateway's are the most worthless pos you could imagine. Don't use our gateway if you want stable internet service. The service centers don't test the gateways before giving them to the next customer. You're probably gonna get one that somebody else returned due to poor performance.
Oh, and I can say that your router probably was shit. If he checked the line signal and it was fine, that means your equipment isn't working. You can try using ours, but as I said it will be hit or miss. Do yourself a favor and learn how to troubleshoot your own stuff, or seek outside technical support from a friend or family member who is not working with you on the clock.
The guy was probably being a dick, but I can say from experience that most of the time when we are assholes to you, it's probably because you are being a difficult customer. I have spoken to 10's of thousands of customers over the past 2 years, and about half of my customers make me want to blow my brains out. When you start getting pissed off, you are not going to get what you want from me. There's only one way a comcast technicion is going to help you, and that's the way comcast says we have to. If you want something besides that, all you're going to get is backlash.
If we can't fix the problem with your internet the first or second time we try, TAKE MATTERS INTO YOUR OWN HANDS. The tech tested the line and it was FINE. That means your equipment sucks ass.
Let me make a recomendation for a modem and router. This is what I'm using right now.
Modem: Motorola SB5101N - docsis 2.0 - these have been around for close to a decade. You can still get them brand new on amazon. Mine is still going strong after 8 years. Most of the newer modems are either ridiculously expensive, or have tons of quality/reliability/longevity issues. If you can't find the sb5101N, the sb5101 or sb5101U will probably have similar reliability. Just a guess.

Router: Netgear is an excellent brand. I have the wndr3400 http://www.amazon.com/NETGEAR-N600-Wi-Fi-Router-WNDR3400/dp/B0041LYY6K/ref=sr_1_1?ie=UTF8&qid=1417328506&sr=8-1&keywords=wndr3400
I use this modem: http://smile.amazon.com/ARRIS-Motorola-SB6121-SURFboard-DOCSIS/dp/B004XC6GJ0/
I use this one, since we're only paying for 25/10, and it's actually one of the models they used before that horrid Xfinity 2-in-1 they use now.
