Citadel paint is good, but expensive. If you're starting out and just learning, I would suggest going to a craft and art supplies store rather than a hobby shop.

Personally, I use a mismatch of Liquitex Professional for bright colors, flow aid, and matte medium, Vallejo for darker colors for details and mixing, and Citadel washes.

I'd also recommend grabbing something like this bucket of monsters to experiment on while you're learning the basics. That way, you can get a lot of reps in without breaking the bank. Green army men are a pretty solid choice, too.

For race specific lore?I would say the old armie books cover them best personally for character specfic lore check the black library or amazon
Personally I enjoyed the Nagash and Malaketh stories I also Gortrek and Felix where quite popular, thar being said I never read them personally
If you want really noteworthy characters back story and lore I would recommend "Time of Legends" series which covers Malaketh,Nagash and Sigmar so that should help you with some of the back story for the Tomb Kings and Vampire Counts (Nagash) The founding of the Empire (Sigmar) and The Dark Elves (Malaketh)

Fish tank stuff can be great, but often pricey. My gf works at a petstore and keeps an eye on stuff going on clearance, or will grab stuff during big sales for me (some stuff, like for instance some of the Nat Geo fishtank stuff is craaazy cool). If you have any friends in pet retail ask them to keep an eye out; if not, maybe talk to someone next time you are grabbing dog food, assuming you have a dog. Seriously though, check these out!

I would recommend a battalion as well as an army book.

As for painting, I found it immensely helpful to paint the figures before I clipped them out of their brackets. The only thing would would need to pay attention to there is that you will need to add a small dab of paint to the spot that was attached to the bracket and you will need to know what pieces you are going to use and which you are not going to use. This was useful for me because you have something to hold on to as you paint (especially when detailing). It also allows you to paint areas that would be immensely hard to paint with any degree of detail or accuracy if the piece was already assembled.

Cheap brushes sets with which to paint:
Set 1,
Set 2, Set 3

This book has helped me a lot. It's a nice little tool box of rules and ideas for playing solo. However, you may want to restrict yourself to around 1000 points. Anything above that gets kinda messy.

There's a trilogy of novels about a Witch Hunter called Matthius Thulman. Think the first one is called Witchhunter.

I noticed recently in GW you can get the whole trilogy in one book
