So, I guess I should start, since created this post.
My homage choice is the Orient Snorkler. The original Snorkler could be had for around $100, used Orient's in house movement, and had a mineral crystal.
The watch has, sadly, been discontinued and replaced with a new Snorkler with a sapphire crystal. I'm not sure what movement is in this watch, as it has a much higher price point than the original Snorkler did, so it may have a newer movement. If anyone owns the new Snorkler, it would nice to know if you can hack the movement.
I have also noticed that the original Snorkler just had the words "Orient Automatic 21 Jewel" on the top of the dial. The new one just has the words "Orient Automatic" along with the Orient logo, which I personally think is an improvement.
I am currently wearing the original Snorkler in blue today and am quite happy with it.
Budget?
edit: Well, no budget provided, so I'm going to guess it's around $100. If this is the case, you probably want to go with something more versatile than that Citizen you posted. That ends up being pretty casual with the canvas strap. I'd go for a metal band and a relatively simple face. An Orient Mako would be a great fit, and you could wear it with just about anything but a tux or an interview suit. A more formal Citizen or a Seiko would also be decent choices here. If you have a higher budget than this, it opens up some more interesting options.
I like that Citizen, I actually got it for my dad last Christmas. Keep in mind it's a little small, plus the canvas band isn't really suitable for business wear. Seiko makes a few (quartz) chronographs in that price range that are nice. http://www.amazon.com/Seiko-Black-Tachymeter-Chronograph-SNDC09/dp/B004AFGPNC/ref=sr_1_66?s=watches&ie=UTF8&qid=1321053724&sr=1-66
for a first watch (without going used since it's a gift) I'd go with the always popular Tissot PRC 200
It's a quartz but many guys I know who aren't into watches don't want the hassle of an automatic anyway.
I know the Monster is considered a modern classic, but if you want something that is a little more conservatively styled and a little cheaper, consider a Seiko SKX007. Taste is subjective of course, but I prefer this to the Monster.
In general, I think it's hard to go wrong with a Seiko, Timex, Casio or Citizen.
The Seiko Kinetic watches are kind of neat. This particular one also comes with a white dial.
If he's into tech, he might appreciate the coolness of a watch that charges itself with your body's motion. Quartz accuracy too.
