It's definitely a sublimation cuff or a cuff for a standard heat press. The second part that says caution is part of the heat attachment for baseball caps.

I'm not sure if there's an "original" that this is a copy of, but you can find a number of them sold by different companies on Amazon. Here's one.

If it's connected to your refrigerator and you are getting ice and water, it is on. If it is not connected, get a small bucket and slowly turn it. If water comes out, turn it the opposite direction to shut it off. If you want to connect it to a new refrigerator, flush that line first, it looks nasty. You may also want to replace it with a braided stainless steel hose, for additional safety.

If you are in the US, remember the "Right Hand Rule": turn in the direction of the fingers on your right hand, the screw or tap will move in the direction of your thumb. For a tap, if your thumb is pointing away from the pipe, that is on; toward the pipe is off.

I think these are called peanut lighters, The cap keeps them from drying out like a Zippo, so they store for longer. Popular with non-smokers, they want a lighter more infrequently.

It's likely an "IR Illuminator", it's possible this is just an IR illuminator used to help light up the room at night for security cameras, but I also had another thought. Is this above a TV in a conference room? The IR illumination could allow the normal "room lights" to be turned off or down for a presentation, while still allowing the conference room cameras sufficient light to see the people in the darkened conference room. It's also possible there are windows or something opposite this TV that "backlight" the people and make it difficult for the camera to show their faces, the IR illumination would act as "fill light" to help keep the camera from auto-adjusting everyone into silhouettes. That said, IR usually doesn't provide enough color information, which is why security footage is often black and white, so using it as a fill light in a conference room might result in some odd looking images...
