It's going to be tight to get stuff from the high street, and a budget which will fit into a 25L bag without making some sacrifices.
I know /u/craige1989 has recently gone on a long hike with a 30l pack.
Here's an example of my more recent pack for an overnighter hill walking in the mountains with night time temperatures just below freezing. I used a 40l pack but had over 10l of space to spare.
It really depends on what type of wild camping are you looking to do? Hillwalking? Stealth camping? Bushcraft? Other? :) Edit: just read again and saw the woods camping part.
A backpack should really be the last thing you buy, when you know what your size requirements are... Unless you're willing to commit to the challenge (which could work).
I'm happy with a Thermarest zlite sol foam pad. Much cheaper and can be lighter, but less comfortable and takes more space (unless you use it in place of a frame for your backpack).
Essentially you could do something like this to make the backpack more comfortable and reduce the space lost. I've used the zlite sol at -2°C and was fine, but I'm a warm sleeper.
It really depends on where and when you're going out. There's the Knott on eBay and AliExpress which is a Trailstar clone which looks decent, but I wouldnt expect durability.
Edit: Have you thought about buying a sheet of silnylon and heading to /r/MYOG to make a tarp? If you're in the woods, the extreme aspects of weather might be less of a concern.

Yeah it's accurate but I've had that mug for years now so the current version might be different. This one looks like it, maybe I've worn 8 grams off it over the years :)
This style is popular in Sweden and certainly worth considering. They come in 200ml and 600ml sizes and various colours. Not sure about availability over here though.
I eat out of a separate bowl too, but that might be too much luxury for you ;)

Alternatives to the £20 "genuine" Tarp poles:
I know some people will have lightweight tarps used with their lightweight walking poles, but tarps supported that way can be a bit restrictive of head room, and if using a conventional builders tarp, the extra strength of these poles is re-assuring.
I've got the Naturehike Cloud Up 1, there's a 2 person version of this too. It's fairly light, well made, and a copy of the Big Agnes fly creek tent. It's been well tested and used by many on ultralight on Reddit, and although not perfect, it's good value for money at £110. The 20D fabric is the one to buy.
