I think I got this book at a book fair in elementary school. It was really cool IIRC. Tons of full color/full page photos of everything. I wonder if my parents still have it at their place... that was almost 30 years ago, wow.

Go for an AOC monitor. their IPS panels are designed quite nice, they have good colours and have low response times. They are also relatively cheap. Unless you are trying to be a pro CS:GO or Overwatch player, you don't need to shell out on a 144 Hz monitor.

It really depends on where it's stalling.

It sounds like the Harddrive is what's delaying you. If that's the case, SSD drives are super cheap and not difficult to swap out.
example: 250GB SSD - $28

If it's CPU, you would generally be unable to affect this, other than uninstalling/exiting apps.

If it's Ram, you could of course upgrade it, but I would suggest not making that purchase unless you intend to use the laptop in the future. Ram is a bit more expensive and would not be transferable from a laptop to a desktop.

The SSD drive could be moved over to your new system. I use a 500 GB SSD to boot my desktop w/ a 1 TB secondary drive. I have plenty of room to install games to the faster SSD, when it's a factor and the system boots from cold to login screen in roughly 8-9 seconds.

You might want to mention your actual budget and also what your PC specs, detail and resolution the game runs at: a big drop in either might disappoint!

WoWs is very undemanding at low detail and resolution, and as others have said will run well on any modern integrated graphics, but to run it at med/high details at 1080p would need a little more.

A desktop with a R2200/2400G (which have Vega 8/11 graphics) would run it well, and also do a reasonable job on many (but not the most demanding) modern games. There will be plenty of 5 year old mid-range gaming systems on ebay, if that is an option, that would run it well.

A R2500U laptop is a decent option e.g.
This $475 laptop which will run more than just WoWs, although it does only have a spinning HD, not a SSD - which is not ideal these days. HP and Lenovo have similar offerings also with varied options. Avoid cheaper laptops with Vega 3 graphics imho.

Yea its like the devs took this book as a how to guide.

(Its actually funny how many ships from this book at in the game, I counted about 8 discounting ships duplicated several times in the game).

Well, the obvious immediate go-to would be Kaigun: Strategy, Tactics, and Technology in the Imperial Japanese Navy, 1887-1941, which is pretty much exactly what you're looking for.

In addition to describing the design philosophies driving Japanese naval architecture during their buildup to the Second World War, it also describes the evolution of the strategy, tactics, organization, culture, and technology developed by the Imperial Japanese Navy.

The book also has a fairly broad chronological focus, encompassing the entire era between the foundation of the IJN and the opening battles of the Pacific War.

It's considered one of the more prominent Western works on the topic in recent years. It's also fairly engagingly written, so I'd recommend you check it out.

If you're interested in naval air power's development by Japan, I'd also check out Sunburst, by one of the same authors, as well as the acclaimed Shattered Sword: The Untold Story of the Battle of Midway by Parshall and Tully, which both provide in-depth analysis of Japanese carrier doctrine and tactics. The latter book is particularly groundbreaking in the Western scholarship of the battle for overturning several longstanding myths surrounding Midway.

EDIT: Fun fact - Kaigun is the only reason why I know who the heck Emile Bertin was :)
