When town hall is open for two hours and every department locks their doors during that period you learn to love American bureaucracy. :-)
It's a leeeeetle dated however was funny to me back in the day. https://www.amazon.com/Ciao-America-Italian-Discovers-U-S/dp/0767912365
The one that your friend gave you is a vending machine capsule toy. It looks like Aoshima has released two different collections so far (Vol.1, Vol.2). They're only a few dollars each.
The instructions you link is from the line of models that /u/Afaflix posted. It looks like a Kongo.
I think I got this book at a book fair in elementary school. It was really cool IIRC. Tons of full color/full page photos of everything. I wonder if my parents still have it at their place... that was almost 30 years ago, wow.
Edit:
I think it might have been this one I had:

Go for an AOC monitor. their IPS panels are designed quite nice, they have good colours and have low response times. They are also relatively cheap. Unless you are trying to be a pro CS:GO or Overwatch player, you don't need to shell out on a 144 Hz monitor.
Something like this is stylish and functional: https://www.amazon.com/AOC-i2367Fh-23-Inch-Frameless-LED-Lit/dp/B009V8F700
My AOC monitor is running fine and it's been 5 years.
It really depends on where it's stalling.
It sounds like the Harddrive is what's delaying you. If that's the case, SSD drives are super cheap and not difficult to swap out.
example: 250GB SSD - $28
If it's CPU, you would generally be unable to affect this, other than uninstalling/exiting apps.
If it's Ram, you could of course upgrade it, but I would suggest not making that purchase unless you intend to use the laptop in the future. Ram is a bit more expensive and would not be transferable from a laptop to a desktop.
The SSD drive could be moved over to your new system. I use a 500 GB SSD to boot my desktop w/ a 1 TB secondary drive. I have plenty of room to install games to the faster SSD, when it's a factor and the system boots from cold to login screen in roughly 8-9 seconds.
YMMV. If you have specific questions, please let me know. IT is kinda my thing.. ;)

This is probably the best refurbished deal for you. (Note that you have only one drive bay though - you cant have HDD+SSD combo and drive size is quite limiting)
https://www.newegg.com/Product/Product.aspx?Item=9SIACYN90X2234&ignorebbr=1
this one is used, but doesnt look half bad (Screw Newegg naming conventions, its this one: https://www.laptopmag.com/reviews/laptops/dell-xps-15)
Now obviously 600 is kinda low budget for actual gaming laptop, but these two have IMO good balance between form factor, cooling and performance
This one was my first naval book. There wasn't enough writing covering each battleship but it had a great selection of photos.
I used $40 of my amazon gift card yesterday to buy a Burger King gift card to use on Wargaming.

how about gigabyte? this one looks too good to be true, is it?
https://www.amazon.com/Gigabyte-P55Wv7-KL3-Notebook-Kabylake-i7-7700HQ/dp/B06XFXL86W/ref=sr_1_7?s=electronics&ie=UTF8&qid=1510300318&sr=1-7&keywords=1060+laptop&dpID=41XRd9mMB4L&preST=_SY300_QL70_&dpSrc=srch
Let me add another great suggestion ;-)

"The Battleship Builders".
You might want to mention your actual budget and also what your PC specs, detail and resolution the game runs at: a big drop in either might disappoint!
WoWs is very undemanding at low detail and resolution, and as others have said will run well on any modern integrated graphics, but to run it at med/high details at 1080p would need a little more.
A desktop with a R2200/2400G (which have Vega 8/11 graphics) would run it well, and also do a reasonable job on many (but not the most demanding) modern games. There will be plenty of 5 year old mid-range gaming systems on ebay, if that is an option, that would run it well.
A R2500U laptop is a decent option e.g.
This $475 laptop which will run more than just WoWs, although it does only have a spinning HD, not a SSD - which is not ideal these days. HP and Lenovo have similar offerings also with varied options. Avoid cheaper laptops with Vega 3 graphics imho.
The British Battleships series. They cover pre WWI, WWI, and WWII.
By R. A. Burt.
Pretty good start link for the curious.
You could try a Sherman
http://www.amazon.com/Fascinations-MMS204-MetalEarth-Sherman-Tank/dp/B00CX1PH5M/ref=sr_1_1?ie=UTF8&qid=1450140767&sr=8-1&keywords=metal+earth+sherman
Harder than the plane but nothing crazy in terms of rolling. Either that or a building. They have good buildings.
Yea its like the devs took this book as a how to guide.
(Its actually funny how many ships from this book at in the game, I counted about 8 discounting ships duplicated several times in the game).
I found the specific model but I haven't been able to find any of the rest of what he did. I read this review of it too (I always read reviews on that site, they're pretty accurate).
Well, the obvious immediate go-to would be Kaigun: Strategy, Tactics, and Technology in the Imperial Japanese Navy, 1887-1941, which is pretty much exactly what you're looking for.
In addition to describing the design philosophies driving Japanese naval architecture during their buildup to the Second World War, it also describes the evolution of the strategy, tactics, organization, culture, and technology developed by the Imperial Japanese Navy.
The book also has a fairly broad chronological focus, encompassing the entire era between the foundation of the IJN and the opening battles of the Pacific War.
It's considered one of the more prominent Western works on the topic in recent years. It's also fairly engagingly written, so I'd recommend you check it out.
If you're interested in naval air power's development by Japan, I'd also check out Sunburst, by one of the same authors, as well as the acclaimed Shattered Sword: The Untold Story of the Battle of Midway by Parshall and Tully, which both provide in-depth analysis of Japanese carrier doctrine and tactics. The latter book is particularly groundbreaking in the Western scholarship of the battle for overturning several longstanding myths surrounding Midway.
EDIT: Fun fact - Kaigun is the only reason why I know who the heck Emile Bertin was :)
Okay. Most Laptops take 2.5 inch drives. That's the size of SSD on Amazon.
1TB SSD is 327, still cheaper than a Nintendo Switch...

To top that off, Death of Stalin was based off a French graphic novel, so its source material is pretty disconnected from Russia - https://www.amazon.com/Death-Stalin-Fabien-Nury/dp/1785863401
They have it on amazon.

Would buying this work?:https://www.amazon.com/dp/B01NBJZ914/ref=sr_1_2?ie=UTF8&qid=1482711591&sr=8-2&keywords=burger+king+gift+card
I don't know if OpenPay differentiates Ecards and physical ones, and if an Ecard would work.
