Make sure you have a good battery and don't worry about it is the simple answer.
If you do decide to install one anyway, they're not expensive and it's not that hard to do. The basic/most common ones replace a frost plug, which is a little tin cup near the bottom of the engine, designed to pop first and relieve pressure if your coolant ever does freeze (which I've never seen happen, because.. antifreeze). So it's just a matter of draining your coolant, popping out the frost plug and tapping in the heater. Getting to the bottom of your engine to do this likely won't be fun.

I only linked the the first two paragraphs so I know you didn't read the paper. This paper was cited in a textbook I had in graduate school and I did a case study on it. If you have a library card, I suggest you try to find the full text online because it's an interesting read.
There are block heaters that go into the block itself and there are generic ones that are installed in the rad hose. Here is an example of one for the rad hose:

I can tell you this - you win more bees with honey. You're not going to get a positive reaction from your landlord by trying to force her to do anything let alone a maintenance item that may easily not be considered 'serious' at least, not in the sense of safety it's not.
If I were you, I would write an email to the landlord saying that the drafty window is bothering you and would it be ok if you covered the window with plastic film to keep it from drafting all winter.

This stuff goes on in about 5 minutes, and it's very effective in sealing off a drafty window. You peel it off in spring. No big deal. Problem solved.
If you're nice, the landlord will probably let you deduct the cost off your rent. If she's still pissed, well, it's only 20 bucks.

I think you will basically be limited to using a ups that can be charged with solar. You could start with something like this It's a small battery that can be charged with 12v solar. It is only rated at 80w output so maybe enough for a laptop a anything that charges with USB and not enough for a TV or desktop computer.
The problem with small ups systems charged by small solar is they use some standby power. Over the long term it may not even be a net energy savings depending on how you use it and how efficiently you place the panels. Smaller non hpme systems are mostly geared toward camping/rv type uses. You would never see the $400 paid back in energy savings over the life of the unit.
Pick up a pack of 3m N95 masks for when the smoke or dust gets bad. It helps a lot.

After the US election in 2016, a tinder girl I liked but never met up with recommended a book to me that changed my life and how I view my place in society. "On Tyranny" by Timothy Snyder is the shortest, and most important book that I have read in the last couple of years. I think I've purchased at least 6 copies, giving it away freely to anyone I've thought might be interested in what it has to say.
The world is changing, and certain trends are bringing us closer and closer to a darker and darker version of the adjacent possible. Our politicians are paying close attention to what works on our poor neighbours to the South, and are using those tactics to incite hatred at home and radicalize our friends and family members against their own countrymen, all for their own political gains. They have no intention of bringing this country together. That is left to us, the silent ones keeping our heads down for fear of standing out against the mob. We must speak up, and bridge the divide.
So I've stopped biting my tongue. It's not always pretty. Sometimes people blow-up at you, or insult you directly. Those are usually the ones that can't think outside the box their Facebook memes have them trapped in emotionally. The argument devolves quickly. But I don't lose my patience. I might not get through to the loudest guys in the room, but there are always others who are capable of genuinely listening to what I have to say. You can get a Dell 28" 4K monitor for roughly $370 on eBay. Seller refurbished, 90-day warranty. The downside to this particularly model is it's 30 hz, compared to yours at 60 hz. But unless you're selling it on Kijiji towards the demographic who would want 60hz (gamers for instance) the average Joe wont care. The seller of this particular item will receive approximately $255 after fees and shipping to GSP.
You can get a Acer 28" 4K monitor that is 60hz for roughly $624. After fees and shipping to GSP, the seller makes away with around $450.
The benefit of eBay is the buyer protection. I believe you have 180 days now, that you can claim an item not as described, and get your money back. So buyers are willing to pay that premium. There's no protection when buying on kijiji (and not fees to pay as a seller).
You can get an Asus 27" 4K monitor NEW from Amazon for $551.43, shipped. The seller would make approximately $409.
Found your ad. It's no surprise you aren't selling it. First thing, your ad is off-putting. Even if I wanted your product, I'm not going to deal with you because if something goes wrong, you'll put my name and email online, to shame me. Not very professional.
Next, you don't even tell us the size of the screen. That's a pretty big detail to leave out when you're selling a monitor. How long is the transferable warranty? You use a stock picture, but give no pictures of the actual monitor. You can add, I believe, up to 12 pictures on Kijiji. I'd take advantage of that. Show the screen with a video game playing, showing it with no dead pixels. Show any ports it has on the back. Show that the screen is clean and has no scratches. This is a 60 hz monitor, one if it's best features. Sell it! Put in the max screen resolution. Hell, just go through the Memory Express link, and copy/paste some of its highlights.
You could also try linking to eBay/Amazon (link to Amazon.ca because the monitors are much more expensive there). I've seen used ones go for $570 and up including shipping, on eBay.
Last suggestion I'd give you is to lower your price (or at least keep it at $550, and be open to offers). Nobody is making $550 off these monitors, used. And the value will likely only decline during spring breakup, when the kids from the oilfields start selling off their possessions to make ends meet. I don't know what magical number is right for you, but I'd consider lower offers. The great thing about kijiji is you can haggle. And just because someone sends you a low offer doesn't mean they wont pay a fair price. Dealing with low-ballers negatively wont get you any further in life.
