Easiest way is avrdude. This book (https://smile.amazon.com/gp/product/B00I2YIZSK/ref=kinw_myk_ro_title ) goes through exactly how to do arduino-style stuff without the arduino ecosystem.
I haven't used this personally, but this is a port of USBasp for an attiny85. You can use a USBasp with avrdude by default (and the Arduino IDE with possibly a little bit of hacking).
Or you just go the simple route and get a USBasp off of Amazon for $5.49. I didn't get mine from this seller, but I have the same USBasp, and it has done well for me.
