This would be a lot heavier than a trailer designed for bikes though I'm sure.

That sucks your hub was removed. I have several within a mile and good bike trail access to them so really hoping I can figure out a way to collect and deliver by bike.

I'm a small girl, 5'3" and 110 pounds. Never been threatened by another charger, but have definitely felt unsafe given amount of homeless and crazies around where I live. I carry a taser - 10 bucks on Amazon, fits in your pocket, has a flashlight and it will let out a warning CRACK that scares the shit out of people without having to actually fire it. I think going with a solar generator could be a good idea. You can charge it up on during the day from an outlet/car/solar panels. Im not sure if it capable of charging 10 scooters.

The mag light might be retrofitted to use an LED and given new life. The reason why cops love(d) them is they're handy as a baton if you need to whack a wild animal at night!

This is the one I use. You want to measure the Kilowatt Hours (KWH). I found it consumed a bit under 0.5 kwh to charge a bird from zero and the electric company in my area charges about 10 cent per kwh so that is less than 5 cents per charge.

And I am using a 2013 Toyota Tacoma with a 4cyl. you can try to hook up a second battery. But I am not sure how much room you have under the hood to do that. There is plenty of room in a Tacoma and many overlanders mount 2 batteries. But it the kit to do that is several hundred dollars, and is more than I want to invest in. Plus it takes a minimum of 4 hours to charge a bird from empty. I usually don't drive around that much.
