You really should not be using any heat sources that are not connected to a thermostat.
Unless your enclosure is located in a room with very, very good climate control (air conditioning, heating, and we're talking laboratory-grade), or you live in an equatorial country, as the seasons and weather change you are looking at 20 degrees of heat variation. As the weather changes, the temperatures inside the enclosure might reach unsafe levels; without a thermostat, as the room temperature changes, the enclosure temperature changes with it.
Instead, make sure each heating element is connected to a thermostat. Make sure each element is powerful enough (has enough wattage), and use the thermostat to fine-tune the temperature. When done this way, you can set the temperature and basically never need to worry about it. Even a particularly hot or cold day, the enclosure will still be at safe temperatures.
For your size enclosure I recommend at least 100W for the basking bulb. The wattage on your infrared bulb is fine.
For the thermostat, I strongly recommend the Herpstat line of thermostats. Using the Herpstat 2, plug your basking lamp/UV into line 1 (you'll need a power cable splitter), and your night lamp into line 2. Or, use a Herpstat 3 and plug all elements into their own line. All Herpstat thermostats can be programmed with a day/night cycle and can power up to 500W per line.
Definitely keep a heat source on one side of the tank all night. Make sure the hot side is maybe around 80 at night and the cold side at 70. As for the matt burning him, you should purchase a light dimmer.

This is what I bought, it works for a heating pad so you can keep it warm. I noticed it was way too hot for my skink. You should also buy a thermal digital thermometer (alongside digital thermometer on each side of the tank and a hydro meter) to check surface temperatures.

This is what I use. I usually make sure the glass where the matt is is never over 90 degrees and his basking spot is never over 105 degrees.
As for the substrate it’s really up to you, I use aspen too, I’ve tried other substrates and he just doesn’t seem to enjoy them cause he can’t burrow. I change my substrate once a month and spot clean daily. If you keep it clean it shouldn’t be a problem.

I feed my BTS dog food and veggies. I buy a single can of dog food and mix in whatever veggies are in my fridge (squash, greens, carrots, etc) and freeze it in ice cube trays. A single cube is one feeding and I feed both mine once a week as they are adults. My cresties eat Pangea which is just mix powder with water and feed. A can of dog food lasts me somewhere around 1 to 2 months but I'm feeding two BTS and a redfoot tortoise. I currently have 4 cresties and two golden geckos eating the astronaut food and I go through around 1lb in 2 or 3 months. I'm pretty sure the BTS food is cheaper because a can of dog food is ~$2 or $3 at most and veggies are inexpensive.
Edit to say the amazon link for the dog food is for a CASE, not a single can. You can get single cans at Petco/Petsmart.
I've got a bioactive one in carolina custom cages, which I like quite a bit.

The only complaint I have is that the screen on the top is not capable of standing up to the weight of a fat cat sitting on it...had to add a tougher cover over it. Other than that, works great.

It's a little pricey but works really well. I also wet the substrate with a spray bottle once a day, and keep about half of the screen top covered with plastic.
I aim to keep humidity between 60% and 90%, ideally about 75-80%; I don't think I've heard a recommendation below 60%, but if the skink isn't shedding I doubt it'd hurt them much to be at a lower level for a little while.
No problem. I got this before I knew how you could make your own for much cheaper, and it does work quite well. I can recommend it.
