Its MSRP is ¥9800, though sometimes you can find it for around ¥6000-7000. The digital edition can be purchased from KISSes' online shop.

VR is included in the base game. There are separate DLCs that add more VR minigames, but other than that there's always the option to play the base game normally or in VR.

If you are living in Japan then you should buy a copy because it allows you to get tech support from KISS directly and because its in accordance with Japanese law. As of this writing the software is only being sold in Japan.
So what if you live outside of Japan? Well, in that case, Japan's laws don't apply to you because you're outside of their jurisdiction. Your local government would have no obligation to uphold the law of a foreign entity. I suppose downloading it would be more convenient in that case especially in the sense that it would not be officially distributed in your region.
The game doesn't use any DRM, though, if it eases your conscience you could always give yen to KISS through their online store.
