For motherboard one of these would probably do you good, make sure it has the IO you need and 2
slots for your GPU and sound card MSI Pro Series Intel B250 LGA 1151 DDR4 HDMI USB 3.1 ATX Motherboard (B250 PC MATE) https://www.amazon.com/dp/B01N4LCX2D/ref=cm_sw_r_cp_apa_i_d4baBbRV782GY

For RAM 2 8gb ddr4 2400 kits are probably fine, ram prices are super high rn sodo what you will with that.

For a case make sure it isn't too small for your motherboard or gpu

For a power supply go to http://www.coolermaster.com/power-supply-calculator/ and plug in everything

Sound card idk I don't do sound editing

This looks like it might be the ticket, but I sure would prefer something for under $20 since it is going to max out at about 1500MB/sec in my PCI-e 2.0 x4 slot. Does anyone know of anything that does PCI-e 3.0 x4 to PCI-e 2.0 x4 that is cheap (as in not Squid or HighPoint).

Well it looks like either this card below for $200 and getting under 3000MB/sec or any card that has the proper slots for any low price since it will be limited 1500MB/sec if it isn't one of the cards mentioned in this comment.
