I went to Amazon and searched for "silicone" in my order history to find that link for ya. Boy howdy, I've bought a lot of silicone crafty items over the years! If you don't already have something like these, you might dig them as well. I use these as a gluing workspace, but I would imagine they might be nice to "worbla" on as well.

the center is a flat piece of something (rigid, cardboard, whatever) and then mount the motors (in opposite directions). Those are then connected to the power-packs (makes it easy to turn on and off and allows you to have counter-directional rotations).

You could then encase that in your center section, extend the motor drive shaft (a dowel, etc.) A lot of this depends on how large the fins are going to be and how heavy the material they are made of (light vs heavy). Hope this helps as an idea.

It might be easiest to create the base using a sheet of 2mm foam. Cut foam rolls in half and adhere them the the base, shaping as needed. If you have access to worbla, cover the entire top of it with it. If you don’t have worbla, use more 2mm foam and a heat gun to shape it. These aren’t clear instructions but I hope it helps!

I’m a fan of these. They’re a plastic mesh and they take paint very well and are easy to heat form into shape.

I would recommend possibly picking up one of these of those blank face masks, using that to build up a rough shape of what you want with something like epoxy and using the end of a water can nozzle for the breathing apparatus (can cut to shape)

As for the eyes, get a bit of semi tranparent black plastic (And for god sake wear proper gloves) use a heatgun to form them using something with a bit of a concave shape into the form needed for the eyes.

Painting the final product with some kind of rubber / latex based paint (There is so many brands you can choose from here lot of spray ones too!) for a more authetic gas mask look... some nice matte plastic looks too.

Edit: Look at old russian gas masks, you may find one that is similar enough to what you want these things are usually moulded rubber i believe and arn't too hard to make adjustments to. (also you can pick em up for £15)

Unfortunately they don't show the full 48", but Amazon has some 2" OD Polycarbonate tubing. But I think Willy Wonka's staff tapers a bit at the bottom.

Put them on a base, not on your skin. You will dissolve the adhesive and they won't stick to you, a plastic mask would be pretty easy to rig up. Also those are 5050 leds, which are kind of terrible in my opinion since you can only power the whole strip at once, you can't control segments. Go with ws2812b or ws2811 which are the individually addressable and controllable type. The 5050s can be controlled by an arduino board but not very well. For the board, go with a 5v Trinket or Nano, small and easy to control.

idye poly or Rit dye works for most plastics. Never seen it used on an open cell foam before, but can't imagine why it wouldn't work.

You can mix them for more specific colors too.

You'll probably want to soak it in like you would water in a sponge, then squeeze it out. Test on a small piece first. Also it's a pretty messy process that involves heating up a bit pot of the stuff, so you'll probably want to do it outside if you have a portable burner.

USB-powered LED strips might be a good choice, you can use a USB power bank for a cell phone to power the lights.

LED strips are easy to work with because they can be shortened by cutting on the designated areas, shaped to the design you want, there are extension cables for putting multiple strips on one circuit.

If you're not looking to build your own hat, you could look at Smiffy's Wandering Gunman hat.

I've used that hat for costumes before, and I have a 61cm / 24" (ish) noggin. It's probably going to be a little tight, but the interior of the hat has an elastic band all the way around that I thought made it more comfortable to wear.

Get yourself some glazing and spot putty to fill any small to medium glue lines. A tube of the stuff will last a good long while, it’s cheap and fills small imperfections quickly, sands really easily and you can find it just about anywhere. I typically get mine from Walmart in the auto section near the bondo or at just about any auto parts store for around $10 US.

To add to the iron powder idea, there are actually metalized paints that are basically iron powder in an acrylic binder that you can brush onto parts and then weather with actual rusting solutions. Might consider spraying the piece first with a clear adhesion promoter. One thing to be aware of is that the rust can continue for aaaages, so once you've got it it to a point where you're happy with the look you may want to put some kind of sealer over the thing to lock it in.

I'm not sure I get what you're going for, but if you don't want the cloth texture, you could coat it in epoxy or Epsilon Pro (also an epoxy but made for top coating). Then you can sand it smooth and use whatever kind of paint you want.

If you want the cloth texture, wrap it really tight so there's no slack, then spray paint should be ok. I've used Krylon and Rustoleum on pants before. It's not comfortable, but it works.

If you absolutely need paint on cloth, look for Ceramcoat acrylic paint and textile medium. I put that through an airbrush for my Borderlands clothes: https://i.imgur.com/k1T6wH0.jpg
