Discotek has been releasing a lot of Lupin movies recently, with varying dubs, if you're interested. Pioneer (same company that dubbed Part II) released The Mystery of Mamo with the same dub cast, which I still need to watch.
In the US, it’s not illegal, as long as you got it from YouTube and it’s not copyright strike or reuploaded for monetization. Converting a sound to mp3 isn’t torrenting or pirating, so you’re safe. Check internet laws in your country though just to be sure if you’re worried about it.
