It's just a local dary, like Tuscan. They supply a lot to schools and food service industries.
While this is fake, I could see Disney wanting to do this. They already have Disney mashups between Cars/Starwars at the parks like this abomination.
This doesn't appear to be an offbrand. It's made by a rather large Canadian manufacturer of paper products, including paper towels, bath tissues, facial tissues, etc.

Even if one could argue "Well, they're not very well known where I'm from, so that makes them an offbrand", they're still not a crappy offbrand. I looked up some Amazon reviews, and they have four and a half stars out of five, which is definitely not crappy.

After some digging on Amazon, it looks like Poppers Swap Force or "Popping Movers" is a knockoff of another Skylanders board game, Skylanders Pop and Race, which itself is a Trouble knockoff. At least that one actually has some effort put into it though.
Not a crappy off brand, someone took the original and put their own figure in it.
