Ok, so to answer these:
1: Nope, there's no "in game achievements", just the Steam/XBox/PS4 achievements.
2: The raids don't really have a confirmation as to how frequently they will occur. So far we had two last weekend and one coming up tomorrow, but there isn't a confirmed schedule or anything.
3: Currently raids are the only "update type thingy", but there have been confirmations that more "event" style things will be coming in the future, not tied to DLC.
4: Yes and no. There is one for skills; a list that shows the descriptions of all the super, ultimate, evasive, and transformation attacks in the game. However the names are censored out until you unlock them, just the description. Items like outfits do not have a collection screen; they just show you how many of them you have in your inventory. However, if you USED to have one and then sold it/turned it into a QQ Bang/have it equipped to a different character so you cant use it, it will still be listed, just with a 0 next to it instead of a 1, 2, etc. based on how many you have.
5: The main story is only single player; you physically can't have an "MLG team" to do it. Parallel Quests are also all able to be played offline, though you can also bring on 2 CPU partners to help. Expert Quests can also be played offline. Vs matches can also be done offline/against the computer. The only things that REQUIRE online are the Raids and Online Vs matches. As far as achievements go, you DO need some people for them, just because 2 achievements involve going online to a vs match for the first time, and then winning 7 vs matches.
6: Raids are completely new to XV2. The only post launch special events from XV1 were a few "world tournaments" where you fought in online battles to raise a ranked score; and DLC wich brought on playable characters, new moves, new PQs, new story missions, and new mentors.
7: Well... you CAN play it on a keyboard. But I HIGHLY recommend just buying a Wired XBox 360 Controller.. It's just significantly easier for a game involving flying around in 3D space, and as long as you have a USB port free it'll work.
8: Well its not like the raid rewards are "poo", theyre just cosmetic. I for one enjoy the cosmetic side of things since I've been a Dragon Ball fan for a long time, and it's the most immersive experience for that purpose yet. Though if you're just hunting achievements, you're fine missing the raids for now.

No these still don't have a graphics card and are using integrated graphics
Something along the lines of this would run it at medium 60 FPS since your budget seems to be 500
