Jewelry is always a good option!! Like some long layered necklaces or maybe some bold dangly earrings (if you're into that). Chunky hair clips are really in right now, which would look cute. It would also look cute with some chunky heeled boots. Or you could layer a sheer top over it (or under it) like this or this. I also like the other commenter's idea about the jean jacket lol :)
First of all, ditch the leggings. When you carry weight on your lower half and then wear skin tight leggings, you are calling a lot of attention to that area.
To minimize the lower half, try A-line skirts in heavier fabrics that sit at your waist and slightly flair away from the body. Also look for pants and jeans that fit you in the waist and butt and have a wide leg. It's the complete opposite of what you are doing with the leggings. Doing this will make your legs look so much longer and you will look taller and leaner overall.
For your tops: go with bright colors and patterns that will draw attention to your top half. Halter styles are usually very nice on people with bigger hips and thighs as it balances out your look. Anything with a nice oversized collar or ruffle detail will also help balance everything out.

You could maybe try cutting off some old socks or stocking too.
However, the importance of shoes that fit properly is the real point. Do they need softening? Stretching?
The advice I can offer for a smaller chest or butt is that wear bright colors on anything you want to look bigger. When you see advice to make people look slimmer? Apply the opposite, horizontal stripes and small detailed patterns on shorts and the chest part of your shirts. V necks like mentioned before and also simple necklaces that create a V line over clothing. Bunching details and folds, even on bathing suits can help enhance curves.

Something like this, the style of bottom is hawaii lo , comes in a bunch of patterns and because you want to look bigger I would recommend color and pattern in that department.
