"Who doesn't want more cars?" Me. OK, I know what you mean. But the fact of the matter is, one way to get the other stuff you want is to scale back the expansion of cars. Cars are the most detailed and "to-spec" part of the game, that time and effort could go toward something else. I know people like having 10,000 cars, but that's my take.
About customization. The only new customization I want is to be able to entirely remove the wing from the S2000.
Horizon 3 absolutely needs:
PUBLIC CUSTOM LOBBIES
The return of searchable public custom lobbies from Horizon 1. I should be able to find a "drift" lobby or a "B-Class lobby" or a King/Infected lobby, specific lobbies, and group up with likeminded players at any time. Horizon 1 had this. Horizon 2 deleted it. At the very least give us "hoppers" like Forza 5, so we can join whatever Car Class we want. Every single lobby in Horizon 2 votes for S2, which is not my cup of tea, plus all the people (not me) who want to play King/Infected are not allowed to. In Horizon 2, we are all forced to sit through event types and car classes that we have no interest in playing. This was fixed years ago, and then they deleted it...
SINGLE RACE MODE
Also known as "Custom Race" in other games. Most racing games I've played in the last 30 years have allowed me to set up a single event at any time and personally choose the track, the conditions (time of day, weather), the traffic, the number of opponents, the difficulty, etc. For some psychotic reason, Horizon 2 did not have this. You cannot race a certain event whenever you want. If you love the finale, too bad, because you cannot re-race it after you win it. (There is Rivals mode, but it's only during the day and you cannot set AI, traffic, day/night time, weather, etc.)
CUSTOM COURSE CREATOR. This is huge. Let us position a bunch of orange flares along whatever route we want. Boom. That's the new track. Then let us save and share and download and vote/rate these custom courses, just like we do for paintjobs and tunes. (Also let us put barriers in certain spots, to rule out particular shortcuts.) There are beautiful roads and corners in Horizon 2 that are literally never used in any courses, and we have to go around mapping out our routes and sharing them on youtube. Let's get on the Technology Train and ride it into the 21st century with a Custom Course Creator.
PENALTIES FOR CRASHERS. Take away some of their money. Add some seconds onto their lap time. Float a bunch of RED numbers on the crasher's TV screen, which shows them how much money they just lost for that crash. Make the numbers wilt and fall off the screen. Put a floating icon over a car in our HUD if that player has a habit of ramming people. Put a voiceover into the game somewhere that explains etiquette, with visuals. Give us some kind of upvote/downvote system, some way to track playstyle and skills. "Clubs" and the Xbox Friends List are not good enough.
BETTER CAMPAIGN SCENARIO/CHARACTERS (LIKE HORIZON 1)
"Here's your VW Corrado. Now take on the world" was brilliant. Horizon 1 had more interesting events, like "A-class tunes with a base car that cost less than $15,000", or everybody races a Peugeot up and down a mountain. It also had the rival characters, leading to the occasional 1-on-1 boss race grudge match. Bring all that back! This is a road-racing game! The Horizon 1 progression was richer and more interesting and varied than Horizon 2. (Plus each event had that unique illustration poster thing.) The Horizon 2 campaign was soulless and iterative, it's just a grind. Also, the guide character in Horizon 1, Ali Howard, was much cooler than "Ben" in Horizon 2. Something went wrong in this whole area with Horizon 2 after it was superb in Horizon 1.
COMBINE STREET RACE HUBS (HORIZON 1) with CAR MEETS (HORIZON 2)
Bring back the environment of the street race hubs from Horizon 1, where there's people milling around like you're in a Fast & Furious movie, and you can race these events at any time for Big Money. Now combine that with the Car Meets from Horizon 2. And get this: the location for a car meet is the entire world.
Horizon 2 only had 6 car meet locations, one per city. In Horizon 3, you should be able to create a Car Meet (think of it like a "lobby" or street race hub) at any point on the map, anywhere. Rally players can stage a Meet/Lobby in the middle of whatever field. Drift/Touge players stage a meet at the top the twistiest downhill road. Let us set keywords if we create a Meet, so that we can find people with the same interests, or people who won't crash into us. Then players can drive up, join up, start a challenge, examine other cars, etc. We have no choice in lobby selection right now. For all the talk of "social features!" it's anti-social toward the player.
A LITTLE GUI POLISH Forza Horizon 3 should have menus that aren't slow or laggy. I know the game cannot always load my choices instantly. But, it should always indicate instantly whether it registered my button press.
PERSONALIZATION
For the love of all that is good and holy, we need to be able to choose the gender/face/hair/clothes/body characteristics of our avatar. We should probably be able to collect or design little fuzzy ornaments and trinkets to put on our rearview mirrors or dashboards. Custom steering wheel covers. I cannot get enough of trivially customizing my stuff in Metal Gear Solid V, like my helicopter and my items and my base facility. It's great and hilarious. And it feels good.
DRIVE AS A PASSENGER.
Uh...well. I'm down to the bottom of my wishlist here. But um, this would be cool. Drive in the passenger seat of your friend's car. Heck, why not. Sit in the passenger seat of a champion and pick up a few tips.
WALK TOWARD YOUR CAR...AND GET IN
I think we should also be able to walk around the world somehow, just for the opportunity to experience that scenario of suddenly having to get up from your booth at the coffee shop to run and dive into your car for a sudden CLASH OF CLUBS on the touge. Usually I want to go for a midnight drive, sometimes I want to go for a midnight walk. Also keep in mind that the feeling of walking toward a car and getting into it...is AS IMPORTANT as driving the car. We also need a 3D walkable garage with our favorite cars.

I did, thanks for asking! After doing a lot of thrifting and sale hunting, I ended up grabbing Forza Horizon 1 for the 360, a refurbished Thrustmaster 458 wheel, aaaand.....a cheap laptop computer desk. That last one definitely wasn't ideal compared to specialized racing mounts, but I was doing my best to keep prices down, and it honestly worked a lot better than I expected. Turning it around backwards ended up being very comfortable for the wheel and pedals, so long as you're wary of the center bar. The only thing I want to do now is weigh it down a bit so its a little more tolerant of turns on the wheel. Honestly I want to weigh the pedals down too, as they tended to move around on the carpet. All in all though, the whole setup worked pretty damn well for what we paid for it! As for Forza Horizon, it was EXACTLY what I was looking for. Better than I could have hoped for, in fact! Before bringing it to my grandfather I tweaked the settings to make it as userfriendly as I could. Got through the tutorial, made the controls as forgiving as possible, disabled the music, unlocked a few classic cars, etc. I also set the xbox up so it would boot directly to the game, which ought to help a lot. So far my mother and I have gotten him to play once, and he had an absolute blast doing so! It really warmed my heart seeing him laugh and smile as he played the game. He was just moved into the memory care unit of the retirement campus, so we are hoping we can bring the whole setup into his new living space so it can be a permanent fixture in his life. Should be attempting this in the next few months; I'm both excited and nervous to see if I can convince his aides to help make it a regular part of his day!
I have an SSD and that improved my loading times by a good amount of time, also helps to have better internet, my speeds are good enough but not great at all.
They really aren't that expensive, I'll point you in the right direction if you want. Also helps a ton with games like PUBG, BF, Red Dead, GTA etc.

Then you need the enclosure which costs $8.99: Sabrent 2.5-Inch SATA to USB 3.0 Tool-Free External Hard Drive Enclosure [Optimized for SSD, Support UASP SATA III]. Super simple set up, literally open the enclosure by sliding the top off, slide the SSD into the connection slot in the enclosure, put the top on, plug it in to the USB slot and turn the thing on. Really nice price, had never heard of the brand but it has really good reviews, and works well for me. Just about the cheapest SSD I've seen on Amazon with an average review of 4.5+ (and at least 1k reviews).
Yes, the rumble triggers (oh, sorry, "Impulse Triggers") are amazing. It's not just ABS, it's the whole acceleration and driving experience in many games including Forza and F1 2017/2018. You can feel it in the trigger when you lose traction and you can ease off the gas in tune with the vibration. It's also not simply off/on - it has sensitivity to it and it's on a different motor than the rest of the controller.
Gears of War, Tomb Raider, and a bunch of other games also support the rumble triggers. Gears is especially cool because you get the "kick" of the guns when you shoot, and this is felt in the trigger. The chainsaw in that game vibrates slowly and then ramps up when you hit something with it.
I stuck with my X360 controller for years and years, and then a friend convinced me to get the XB1 controller. I used it for a couple of hours and was so impressed I literally gifted all my friends XB1 controllers for Christmas. It's that good. It's like when you finally bought a gaming mouse instead of a generic one. The controller itself feels great as well, much more precise, buttons are tighter feeling, and the finish on it is better than the slippery X360 controller.
This is the model I got from Amazon with the cable. I play with the cable plugged in (just a standard micro USB), not with Bluetooth, although it'll support both.

Rubber Pads - I put these on the wheel and shifter to help hold it to the desk better. I was dealing with sliding without them. I use the flat ones on the underside of the mounts, which press against the top of my desk.

Hmm, so it looks like it is a 7200rpm HDD so that should not be an issue. If you're passing vehicles and getting the fps drops, it could be the RAM not being fast enough/big enough to store the new data.
On the bright side, SSDs are cheap these days compared to 5 years ago and you can pick up a 240GB one strictly dedicated to FH4 and a few other games for 30 bucks.
If I were you, I would try upgrading RAM first to and see if the issue still persists since it is at the minimum of the minimum requirements. The HDD running at 100% is a bit concerning to me as well. Hence, maybe both may be the best route. This RAM and this SSD would run for 110 total.
And if you do get an SSD, make sure to get a sata 3 cable and ensure to plug it into the sata 3 port on your MOBO
Edit: Also, quick clarification question. Is it consistently at 100% or is it variable? If its variable that's fine as it is simply loading new areas and then stopping once loaded. Variable = 1-5 seconds in this case. In that sense, you may just need the RAM upgrade.

The Thrustmaster TX is another option. I think it's a bit better quality than the Logitech and the feedback is better. It's a bit cheaper at $299 BUT the pedal set doesn't have a clutch. If you want the 3 pedal set it's another $150. I love my TX and I've replaced the standard wheel with the VG leather wheel (also $150,) and it feels great. There is also an addon H-pattern shifter available for $100. Yes you can spend a good bit of money on your setup but it's an absolute must for all but the most casual racing gamer.

As stated above, it should work with PC aswell. Since I will be adding a digital product on my xbox account and I should be able to play it anywhere.

If you can find the tx with the leather wheel and better pedals it makes it an even better setup. The price is generally much cheaper than buying everything separate but I don't think it's available in all regions. As a TX owner you will not regret buying this wheel.

If you just want something cheap the Xbox 360 Wireless Speed wheel is a good choice. It's not as nice as the other wheels mentioned in this thread. But I like it much better than using a controller. It gives me more fine control than the thumb stick. The triggers are a bit bigger, which makes it easier to control throttle/breaking. There's no lag. The only issue with it is it's missing the LR bumpers.
Plus it's fun to use.

The game has a few limitations that I don't like - specifically no night racing, no rain, no dirt/gravel, and no open-wheeled cars. I expect Horizon will correct at least a few of these limitations.
My only other gripe isn't so much with Forza as with Microsoft. Forza is the premier, exclusive racing sim on their system. You would think that when designing a racing wheel to go with it, it would be fully functional. Nope. I got one of these, and while it's a great wheel in many respects, the lack of LB and RB make painting impossible and several game menus difficult-to-impossible to access. You would hope that the MS team designing the wheel would work a bit more closely with the team distributing one of the biggest games for the system to ensure compatibility.

This is a much better wheel than the logitech and in a sale at the moment ($300 currently) so it's only $50 over your budget.
You will have to do alot of upgrading if you ever plan to get a shifter for it though (T3PA pedals, TH8A shifter for a combined extra ~$200).

I think Paypal is region locked to US and maybe some other countries, but I don't have a list of them. Just use a regular CC, if possible and it should be fine.
