If I were you I'd check out JCPenny if you can today.
They have several non-iron Stafford OCBD's for $15. I bought one of their fitted shirts and it fits and feels amazing. They also have gingham broadcloth shirts on clearance for $11. You can spend around $50 and pick up 4 nice shirts for work from them.
While you're there I'd also check out the Stafford wingtips if that's what you're looking for. Right now they're $50 and are widely accepted as one of the best buys for the $$.
If you're fine with chinos you should swing by H&M if there's one near you. I picked up two slim fit chinos (not skinny) for $15 each, and they fit me very well. I had to size down a size, but the fit is on point.
Shoes shirt and pants should be first I think. Once you pick up the shoes you want, you'll want a matching belt. At your budget I think I'd try somewhere like Marshalls for a cheap $5 belt that would last you a few seasons, until you make enough to buy a better quality one.
If you don't have to wear a tie, maybe consider investing in a watch. The Timex Weekender gets circlejerked a lot, but I think it's a wonderful starter watch. You can buy a couple of straps eventually, and that would let you have another piece to help rotate work outfits.
To recap:
Which leaves you with $35 to work with. You could buy a better belt for $40, or buy a couple of watch straps. You could buy more expensive shirts, or simply more shirts. Maybe more pants? All up to you, but I'd suggest the budget that I outlined.
Once you move to San Francisco, I'd HIGHLY RECOMMEND going to Uniqlo in person to try on their OCBD's. The fit on their stuff can vary sometimes, but trying it on before you buy would save you that headache.

Got a few things I'm getting rid of:
Shoes
Wore them a few times, but took care of them. Cleaned them up as best I could. The left tongue has a bit of wear for some reason. Comes with Burgundy/Grey laces. No box though. Not sure about how these run, but I think sizing down a half size might be good.
Biggest issue here is that the left toe box creased awkwardly. Aside from that, they are in very good condition. The leather used on these scratches sorta easy (if you run your nail on it or something, it will leave a mark, though I think they go away, more or less). Laces are waxy. sizing is the same as the previous ones.
Also wore these a few times, and they got indigo on them, but I managed to remove most of it. The leather is this weird cracked kind of leather (now that i think about it, it might be waxed suede or something). Fit TTS.
Tops
($3) Yves Saint-Laurent Button up - good condition.Color is true in the first pic of the album showing the pattern. Bought it secondhand, so I don't know the history of the shirt, but it looks in very good condition. Cool pattern. Missing the second button from one of the cuffs, but the spare buttons are still attached to the bottom of the placket so not a big deal. The listed size for the shirt is 15 1/2. My measurements (in inches) came out to the following: 19.5 shoulders (end of seam to seam), 27 front length, 23 p2p, 22.5 mid-body 24.5 sleeves, 9.5 sleeve width, 7.75 sleeve width at elbow, 4.5 cuff.Worn once. Measurements on the AA site.
Nothing much to say about it, 17" shoulders, 20.5 p2p.
Bottoms
($5) Levi's 537 (slim boot cut) - size 33 - good condition.Altered to be tapered to a 7.5" and a ~30" inseam (iirc, i'll check later to be sure) opening, so they are no longer boot cut. However, they were done weird and curve slightly below the knee. They are in very good condition; no fades, clean dark indigo (pay no mind to that third picture), but they were washed a few times back before mfa.~7.25" leg opening. Indigo. I would say fit is about the same as Levi's 521/508 or 511s. The waist on these is very forgiving (thank the 1% elastane), so you could potentially get a very tight fit if you were to size down enough.

Granted both significantly cheaper and most likely not as well made but it affords you the opportunity to seek other purchases while obtaining the same desired look.
As for shoes, you mention the Daltons, are you looking for a boot? If so, I can't really help you, I'm not a boot guy. Daltons are very nice, but also so expensive, but if you plan on taking care of them, perhaps wait for one of AE's (or amazon's) sales you should get them. Worth the investement. But, I'll give you some of my suggestions of shoes to pair with suits (and even jeans/less formal wear):

You need to be realistic. Outside catching a deal on eBay, you are not going to find boots in your size for less than $100. Your best bets in that range are Thorogoods (Plain toe, Moc toe, Chuka boot, and Lace-to-toe) and Chippewa (Apache GQ - brown or tan, lugged or smooth sole) on Amazon.com
Chippewas go up to size 14EE. Thorogoods go up to size 14EEEE in some styles but mostly just to 14EE. You may not need to go all the way up to size 14 or all the way up to EEEE though. Boots typically run one full size larger than you sneaker size so you may be looking for size 13E or 13EE.
My advice is to buy from Amazon.com Their prices are already low as hell, and on top of that you get free returns (which is hugely important when selecting shoes) and they are running a permanent 20% off shoes coupon.
If you Google for "Amazon shoe email" and sign up for the email you will receive a 20% off coupon good for shoes. After you sign up for this email list and receive your coupon the next step is waiting for your size to restock on Amazon. Perhaps setting a camelcamelcamel alert for your size and a high price will help alert you when they are restocked. Size E-EEEE seem to go quick when they restock, so having this alert will help.
Here is my advice: I know you only want to spend $100, but that is unrealistic. You should do what it takes to make your budget flexible up to $120 total. This opens you up to the Thorogoods and Chippewas I mentioned above. Order them using the 20% off coupon. You don't have to keep one or both, but this will allow you to see if size 14EE is the right size in each company's boots. If you like a pair keep them, and send the other one back. Notice the large lugged sole on the Chippewas. This will not be as versatile and will be much more casual/work-y than the smooth soled Chippewa, but those are not in stock right now in size 14EE for you to have shipped and try on. Once you have your size down you can make a better decision exactly what shoe you want and you can wait for it to come in stock and at a price you like.
Surprised to see that Timex isn't getting more love. They make really solid pieces for a pretty affordable price - you can find their Weekender and Expedition lines for under $30 (and great cream dial options), either of which could be worked into business casual. I have a Fairfield Chrono that is one of my favorites for business casual outfits.
Another fan favorite is the Seiko SNK8 line (with black and cream options) - these are automatics instead of battery-powered which is fun (especially with the clear case back to see the movement), but you have to reset the time if you don't wear them every day. Seiko has all sorts of decent options under $100 too.
Orient (a Seiko subsidiary) is well known for being a quality entry-level brand. If you prefer diver style watches, the Mako/Ray automatic divers are stellar, and the ridiculous amount of Bambino models are fantastic dress watches that can easily be dressed down.
If you're looking to take the one quality watch versus several cheaper ones, I can't say enough good things about the Hamilton Khaki Field. It's pricier (~$450) but it fits with almost anything (casual, business casual, even masquerades as a dress watch at times) and I pretty much wear it almost exclusively these days. Of course, if you're willing to spend $500+, there are a dizzying amount of options out there.
Two other notes: don't worry too much about the strap color. Most default straps are low-quality and you can easily replace it with anything you want (spring bar tools are like $5). Second, I think the real issue most folks have with fashion watches is that they're just straight up overpriced (aka it's a $10 watch sold for $100+) and you can usually find off-brand versions of most everything on Ali Express. That said, if you really like a certain watch, forget the haters and just buy it - it's going on your wrist, not theirs.
It's a pretty casual belt, in that it's very thick and hearty. Works great with streetwear/workwear, probably not as well if you're dressing up.
I have it in Sunset Brown and it matches my Amber Iron Rangers perfectly. They go together like they were made for each other. I'm now buying the Natural leather to match better with my Hawthorne Iron Rangers. Yes I own two pairs of IRs because I'm a crazy person.
I think the belt will look great with sperry's.
It kinda depends on the rest of your style - what does a typical outfit look like for you?
Clark Desert Boots or another pair of chukkas might be a good start - they can fit well into most any casual outfit.
Vans Authentics, Jack Purcells, or Chuck Taylors are also good starter shoes and are usually good quality for the price - you can probably find better sales on other sites. This may be better if you dress more like a typical college student. I'd avoid the bright/loud colors for fall shoes.
Those are just wide suggestions based on knowing nothing about you. Examples of your usual style would help.

I'm in for about $150. I've got 22 different combinations, and 2 watches of known quality. His quick-release system is interesting I suppose, but that's the only thing here that is innovative.
EDIT: After giving it some more thought, I really do like his simple designs as well. It's difficult to find a nice clean design without including horribly intrusive branding as well.

Jackets, I like Filson's Mackinaw Cruiser, Tin Cruiser, and Packer. I think I might just have to bite the bullet and pay for the quality. I know my Grandfather has had one of the Mackinaws for close to 60 years now and it is still in heavy use. I really like the Packer, but it would need a wool insert to be warm enough I think.

Although I don't know exactly what socks you're talking about, I have heard of Darn Tough, and yep, that's the kind of sock I mean. I'm talking about wool hiking socks that you get from REI or another outdoor store. I got a nice thick pair of REI brand wool socks for 7 bucks last year, and they've been no worse for wear since then.
About the boots, I can't give you any personal recommendations, as I've been using a cheap off-brand boot for the past two winters (before I got into fashion) and am in the market for some Red Wing Beckmans or maybe one of Chippewa's new service boots. Another cheaper option that people suggest here is Chippewa's Apache boot, because the price sometimes drops below $100 on Amazon, if you use their coupon. Again, I do not own any of these boots myself, I'm shopping for them as well, so I suggest you look into it some more. Make sure you also learn to take care of your leather boots, that can really help stretch your money.
Worst months are definitely January/February. Usually when I go home for winter break it's only in the 30s or 40s in Chicago, and then I come back in the new year and the temps are in the teens. Yep, the fall months are pretty nice, they start getting down to 60s and 50s but that's pretty much sweater weather. So, you definitely have a lot of time before having to make any of these purchases.

Under $60 you're going to be pretty hard pressed to find a quality watch. If you don't want a Timex, I'd definitely look into the Seiko SNK809. The watch comes in a variety of colors so you can shop around a bit and see what you like best. The one I linked is around $50 right now, which is the lowest I've seen it on Amazon.
It's an automatic, meaning you won't ever have to buy a new battery, and overall it's just a great watch for the price. I'm curious to see what other people suggest, but I expect this will probably be the best you can do for your price range.

I like mine a lot (Columbus winters, lots of ice), but the break in process is pretty painful, but they're very nice boots. Eventually I'll sno-seal them as well. I wear a 13 in Converse/other true to size shoes, but wear a 12 in these.
I got a pair of Clarks Desert Boots in Beeswax leather for $62.20 (with the Amazon shoe promotion) last week.
They're my first pair of CDBs, and I'm pretty impressed. Comfortable, simple design, and they look great.

I believe this is a 37mm watch face, so a 40mm with very similar design would be amazing! I like the minimal, but traditional and clean look. Also, I'm used to Skagen watches, so I like that it's thin.

Clark's Desert Boots. They may not look like much by themselves on those pictures, but if you try them on they look awesome. They work well with casual clothing and can be worked into more formal clothing. They're not too formal, nor too casual.
Try searching Google Images for "desert boots wearing" for pictures of men wearing them, so that you know how they look.
If you google "chukka boot" or "desert boot" you may find cheaper. Urban Outfitters have them. If you ebay it, you may find even cheaper -- and, depending on what you choose, better quality, after a repair.

Some people keep recommending Timex Weekenders. I love mine and wear it everyday, but everyone knows exactly what it is. A $20 Timex. At least with the Seiko it looks a little more elegant and from what I've heard, are damn good watches, especially for the money. That gets my vote. Just buy a nicer band.
I was in need of a brown leather-strapped watch (and by need, I mean I just wanted one pretty bad) so did some reading up on this one.
It's a Timex Easy Reader that I purchased here. I considered the Timex Weekender after reading a GQ article on it, but I wanted a leather strapped watch so I went with this.
I'm very happy with it, especially for the price. It is really clean and didn't expect this sort of quality from Timex.

To add to that as well, these are equivalent to Chippewa's more "luxury" level line-up of service boots which make use of better materials than their entry level Apaches, which themselves are great boots and can often not be found for much cheaper than $120.

Yeah, your least expensive quality automatic should be a Seiko 5 (they also have them in different colors - off white/tan, green, blue). It is more of a casual everyday watch. The Orient Bambino is a really nice looking budget dress watch, also. I have a Bambino and the Seiko Presage that this post is about, and both are automatics with hand winding which is nice and convenient.

Just a heads up, if you do purchase, purchase from Amazon, and not one of their sellers (for example, Imperial Watches, the one linked). The reason is because Amazon is an authorized seller of Seiko 5s, and you will receive the Seiko warranty. If you purchase from one of the sellers, this is not so. In fact, it may not even be packaged in the blue Seiko box. I say this from experience - I bought one for my dad and it came in a black generic watch box.
Plus, it is an automatic watch - if anything is out of calibration, I sure don't want to open it. If there are any problems, you can simply exchange it through Amazon. I am sure the process with resellers would be more of a hassle.

I realize this is $23 over your budget, but if you can swing it the Black Seiko 5 is an awesome watch. For not much more money than a weekender you get an automatic movement rather than quartz, and in my opinion better styling. Look at the customer submitted images on the amazon link I included.

The way I see it, the competition you face at this price point is the SNK809, along with many other Seiko watches in the <$70. What you seem to be going after is the Mondaine/Stowa bauhaus look, which doesn't quite exist at that price point.
The closest watch to that styling, at a value I would purchase, is most likely the Rodina. If you've done your research, I"m sure you've seen it. As a watch nerd, the automatic is a big plus for me… but otherwise, it stands out as being "unique at the price point" as well as subtle and slightly retro. Personally I find both of the watches you posted to be displeasing to the eye. The MVMT has a horribly gaudy branding, while the second watch takes minimalism a bit too far. You want something with a fit/finish that captures attention, while at the same time being uncluttered and basic. And you want to do all that without it looking like a Nomos.
Another thing to consider, when thinking about watch value, is the longevity of the product. Seiko 5's can easily last 5-10 years. My dad has been rocking the same seiko quartz $100 diver for the past 20. Can you manufacture that level of durability and value in your product? This may entail some features like a screw-down crown, for instance.
What makes the purchase of your watch better than getting a $100 watch that won't need a battery change in your lifetime? Frugality isn't always "buying cheaper", to some degree you DO pay for durability with your $100 watches that you don't get with your $50 fashion watches.
Part with an additional fiver and you can get this. CITIZEN's Eco-Drive movements are terrific and available in a dizzying array of styles/models.
I actually have the chronograph version of this watch, and I adore the thing.
CITIZEN estimates that after twenty years, the capacitor in their Eco-Drive movements will still hold an 80% charge. Impressive.
But, 91 bucks for a regular old quartz watch? No. There is certainly better value to be had.
Hell, in that price neighborhood, I'd recommend a VOSTOK Amfibia. They are inexpensive, accurate enough (mine gains about eight seconds a day), unusual (people ask me what the hell is that on my wrist regularly), and has genuine horological importance.

For a chronograph though, this looks pretty classy.
Yes you do, it is a 6 dollar [strap tool] (http://www.amazon.com/SE-Spring-Bar-Tool-5in/dp/B005ZEWGSA). It is honestly really easy to do, you just kind of wiggle your way between the strap and lug, and push down on the end to release it out of the hole. Imagine a really small toilet paper holder, that you need a tool for. That's it.
I would say I have pretty average sized wrists, I can't remember exactly the circumference. I also don't remember for the Seiko 5 bc I never used the original band. The reason why the watch looks big is because the dial takes up the majority of the face of the whole watch. The bezel is really small, so this in comparison to the Seiko 5 makes it look much bigger that what it really is. In reality, it is only 2 mm bigger measuring at a 39 mm face.
The same thing happened to me when I put it on at first, you will get used to it very quickly and it will look normal.

Yeah you can swap out straps until your heart is content. Pick up a spring bar tool and 20mm leather strap from Amazon and you should be good to go.

To be honest, I just got into this fashion thing recently (2 months ago?) myself. I can't say I know too many others specifically like the Simple in that price range, but a google image search for "chukka" or "desert boot" yields a ton of examples.
I'd check /r/frugalmalefashion for sales - for example, the Lands End Jackson Chukka is a good cheap alternative to the now-famous (and MFA classic) Clark's Desert Boot. I just got a pair myself, and they're very solid for the price. Admittedly they're more on the formal side than the Simple shoes, but there are plenty of less fancy chukka options (Vans even makes a pair, but their sole is kinda ugly IMO).
Unfortunately, it looks like they're sold out of the Tan ones, but if you don't mind a dark brown (better for winter) look, they might have your size hanging around. Other good options are the current half-annual Nordstrom's sale, and the Anniversary Nordstrom sale which hits July 20.
I'd be patient and stay observant. Something always come along :).

Can't really answer this question specifically, but the band or bracelet is really a non-issue since they are easily swapped in and out with NATO straps or a strap of your choice. Just make sure you measure the band width correctly with the one you're replacing it with. Costs like $5 for the tool needed

I agree with the rest, I bought a pair of Clarks DB recently for $77 and the comfort and quality of the make are great. Check amazon.com for the prices (usually $83 and under). I had to get a half-size smaller, because they make them a bit wide, so check with your local store and try them on before ordering.

If you can wait until November, there's this Kickstarter campaign with nice watches. There's also this Stuhrling that comes with two leather bands (brown and black) which makes its pretty versatile. Sometimes this Bulova drops down to 70 or less and you can stack it with one of those 20% off codes if you're willing to wait. I also like the Seiko 5 idea. I actually have one of the blue-faced stainless steel ones and you can buy a leather strap or some NATO straps to supplement it.

What do you think of the three I posted below? I really feel like you'll have a hard time finding a good >5" boot for less than $120ish (on sale even). A good option though, depending on what you are looking for, could be a beeswax desert boot like this (you might have to click over to the beeswax selection).

As far as sleekness goes, I think Tretorn would be up your alley if you like the look. It's basically a rubber rain boot with a lug sole and fleece lining. No personal experience but it looks like it would be nice, especially if you wore wool socks.
Or, if you wear lug-soled Chippewas with wool socks you'll be fine. They make the same boot with a normal flat vibram sole, but it wouldn't be as good in snow and ice.

I realized the vendor I posted has the watch on a two piece strap. This means you'll probably have to get some watch tool like this. But then again, the process of swapping out the band is super simple too. The bars holding the straps have springs and are collapsable.

Most people look to Chippewa boots as cheaper, yet still good-quality alternatives to Red Wing and Wolverine. The Chippewa Apache is particularly nice.
Obviously not as high quality as RW or Wolverine, but still good.

You like the Earthkeepers which are chukka boots and a lot different from the Boyd boots you love. The option for these would be Clark Desert Boots. I wouldn't pay regular price, and they can get down to the $80 range pretty regularly.
Options for NOW would be Thorogoods 1 or 2 from Amazon with the 20% off shoe email coupon or Chippewa's.
You can also get Iron Rangers on sale if you wait patiently. They'll never reach your budget though but they are quality. Toe box is a little big.

I interpreted you're comment as you're looking for a watch in the same price range that is automatic as opposed to quartz. If that's the case, the Seiko 5 is thought of being a great watch for the price and can come in around the same price depending on which you go for.
Aeromatic makes Chinese pilot watches in this style. They have a quartz version for $130 and an automatic model for $200.
Seiko makes quality and affordable automatic watches. The styling is similar on this model, but this Seiko is smaller than the model you linked to.
Orient is my favorite option for quality, style, and affordability. At the moment it is out of stock with most retailers though.
These are the ones I just picked up. I need a bit more sole to my boots, sacrificing a little style for practicality. Otherwise exactly the same boot, just a lugged sole instead of the flat.
Treat it with Sno-Seal and you have a waterproof, breathable, functional boot that happens to look freaking awesome.

Without looking at the brand, I would've thought this was a Skagen. They make several watches that look very similar. Here's one I just found on Amazon for $65. Decent quality too. I'm sure if you look through more of their stuff you can find other similar models.

I have seen the seiko also come highly recommended on /r/malefashionadvice and I'm not sure which one to pick up. I've been sitting on this for a while because I'm wondering if the extra $30 for the Seiko is worth it in terms of quality.

Don't waste your money on this crap and buy some Thorogooods. They also make one in a Moc-Toe.
Thorogoods are made in the US with great quality leather, legit fit (similar to Red Wing - you may think you need to size down...I personally disagree because of the instep). I waited and got mine for $100 bucks. If you are looking for a real quality work boot you can beat up, or want that rugged vibram sole look, you can't really go wrong with these.
The Tobacco color is fly too.
Also, these Dickies are made of genuine leather and glued soles. Basically, this makes them completely and utterly fake. They will fall apart quickly and smell terrible after a few uses. A good rule of thumb is that if you can't afford real leather, you can't afford that style of shoe.

I've had the same experience. They're bad enough that I'm looking for another pair of boots for going out when it's icy. I was considering these which are the same upper but a better sole, but I might look around at some other boots.
