I typically clean my guns after any range trip, but I am not as OCD about it as I was trained to be.
One thing I do always use is some form of a CLP. I like using something like that because if I leave a little behind in some hard-to-clean area of the gun, it will still provide an oil-like protective film. I cringe when I hear people use something like brake cleaner on their guns to de-grease them. If they miss a spot oiling/lubing afterward they have left bare metal exposed - pretty much guaranteed to rust.
Break-Free - was always a good stand by.
Tri-Flow - is similar to Break Free, I just seem to like it better (once heard it was created by one of the two original Break Free partners after their split. Not sure of the validity of that story.).
Strike Hold - This is just the best of the bunch. It does all it is supposed to: penetrates well, makes it easy to clean the gun, and it provides stellar protection after wiping it all down when finishing up. You could use just this and do well for your guns.
Ballistol - no long-term assessment yet. I seem to still reach right past the Ballistol can and grab the Strike Hold spray bottle. I suppose one of these days I will have to make a serious attempt at learning for myself if this is the way to go.
I'm sorry for your loss. The fact that your relative gave you those guns speaks to how generous of a person they were. What you have is a very solid base for a collection, and several guns that not only have been greatly increasing in value of the last few years, but stand to increase further in the future.
For a 22lr to practice with, get a Ruger 10/22. You'll have to wait a bit to get a good price on one, but 3-4 times a year a basic wood stock model will go on sale for about $200. Check /r/gundeals regularly, as well as this site, which used to be slickguns, but is apparently now renamed. For ammo, gunbot.net can help you find good prices on ammo, especially if you want to order in quantity. Put some Tech Sights on it, and get a 1,24" cotton GI Sling and Uncle Mikes 1.25" QD swivels (note that you can find better prices on those if you look around.) and you'll be set up to learn to shoot most of the rifles you have there very well.

If you're looking for something a little different, check out the Takedown. I bought one on a lark (the store had one in that day; when they first came out they were hard to find) and I love it.
I had read that they weren't as accurate as other .22's but that has been the case with mine at all once I learned the best way to attach the barrel, which isn't how the instructions say how to do it. But I had one of those silhouette targets, the kind with the 1/2" tall numbers at the bottom of each "ring", and I was shooting out the numbers at 65 feet. Good enough for me.
One issue I had with it is finding a scope that would allow it to still fit in the bag (and not be a QD). After much research, I bought this: http://www.amazon.com/gp/product/B0000V2DBS. Fits like a glove in there. Not the best scope, but for a .22 plinker it's fine.
Also, if you do get one, get the one with threaded barrel if you ever have any notions of ever buying a suppressor (or if you own one). A 10/22 with a can is the funnest thing you can do with your pants on. And having a super quiet, scoped, fits in a tiny bag one appeals to me a lot. I'm sending my non-threaded barrel to Texas to get worked on.
I don't mean to be one of those guys that suggests exactly what you said you didn't want... but I'm going to anyways.
I assume you've flown before? Ever had a window seat? See how they treat luggage? I assume you have a pretty nice AR. Maybe a handgun and some other gear to go with it? You can get a pelican case for $200. Okay locks will run you $7/piece.

Note: You want locks that are KA or keyed alike. I like Abus because they are better than the Chinese made crap (although still nothing compared to abloy) for about the same money.
Also the Plano case is $75 cheaper. If you absolutely must then okay. Just make sure to buy the one that looks like a pelican case and NOT one of the >$100 ones. Those bend and fold and will break.

Here's my suggestion, two pelican cases locked with padlocks and secured with steel cable via the same padlocks to something sturdy or difficult to move such as a bed frame. Secure the cases with locks and cables and slide them under your bed. You'll need to measure your guns to find the right size case but a standard pelican rifle case can easily fit two long guns and run you $200 seen [here] (http://www.amazon.com/Pelican-1750-Case-Rifle-Black/dp/B000AOMA1S/ref=sr_1_1?s=sporting-goods&ie=UTF8&qid=1377658619&sr=1-1&keywords=pelican+rifle+case). They are waterproof, a little fire-resistant and go straight to the range with no repacking. If someone is determined to remove these cases and has enough time and tools they probably will, but these should thwart a smash & grab. A sturdy steel cable and four good locks shouldn't run you more than $150 + cases = well under your budget. You could also use cheaper cases for the same basic solution but you get what you pay for.

Stand: The Last Stand Target Stand
These are rubber things that you stick rebar through and they make a great stand. You can pick up some rebar for very cheap but might want let him do that so he can make the call on how tall he wants it. I think I got 4 pieces of rebar at 2' for the legs and 2 pieces of rebar at 4' for the top which holds the targets.
I use it and like it very much. It's a little expensive for what it is but I couldn't find anything else and it's very compact. I'm not sure how well the starter kit that nvgeologist probably linked would work for him unless he has a truck or big trunk because you need a piece of wood for it it looks like.
Targets: Anything Ar500 rated at least 3/8 of an inch. I do 1/2 inch just cause it's a little heavier for bigger rounds. Get maybe 3 or 4 sizes since he can use them closer or further for pistol or rifle shooting. I get mine from here on amazon.
Hanging Material: Firehose from Ebay is good because it can withstand multiple shots where as chain will be broken on the first shot.
That's all you need for the steel targets other than some nuts to secure them to the firehose and the rebar mentioned above.

~$120 for 3 - 4 Steel targets depending on what sizes you get. 8" is great for 100 yards plinking. 4" is a little challenging at that distance but would be nice for a difference and work as another target for up close with pistols. Throw in a 3" if you feel devious and maybe a 6 inch too if you want. (8", 6", 4", 3") would be probably be good.Might want to get a little bigger if he shoots further but most private ranges don't go much further and if they do, they probably have some of their own steel targets out there.

You can probably find an older edition for less used maybe. Mine has served me well and is saturated with solvent, oil, and cosmo :D. There is an extensive amount of data about markings, both original russian and those used by common adaptations by other countries.
Also, if you shoot that military surplus ammo that you can find super cheap, make sure you clean your rifle afterwards. It is berdan primed and attracts water and can cause rusting if not cleaned after shooting.

I am not a casual shooter and they aren't even worth it to me.
Howard Leight Impact Pro is what I use most of the time.
If I'm at an indoor range then I'll double up using In Ear Plugs under my muffs.
The Howard Leights can make cheek welds a bit weird, generally, this doesn't affect me much but if I'm doing some bench shooting and I need to hold a great weld for a long time then I'll just use my in earplugs and forgo any muffs.
99% of the time though I use the muffs.
Also, if your muffs don't have gel cups - get some. They make a HUGE difference and are 500% worth the $30-50 you'll spend. Currently I'm using Noisefighter's Sightlines - these have a shelf cut for glasses. Very happy with them.
Heck, if you're a history junky, the best book available on the subject that I am aware of is The Mosin-Nagant Rifle by Terence Lapin. There is an amazing amount of info on the internet too, of course. It is interesting to me that most modern bolt action rifles descended from just a few that were designed right around 1900 -- the Mosin Nagant 1891 being one of them. I honestly was not aware of that until recently when I started reading up on the history of them myself. Good stuff!

Also it's a good idea to use paper towels, q-tips, patches, and dental picks.
You don't need to clean your gun every time you go shooting, although it's not a bad idea. I typically clean my gun every other time, or about 200+ rounds. There are AR guides on youtube of all the secret little places where carbon loves to build up, too.
Wear ear protection. Every single time. I always, indoors or outdoors, wear earplugs with earmuffs on top. Gun stores have specialty ones but hardware store ear muffs work just as fine.
Finally, use eye protection as well. Just any safety glasses will do. Sometimes my AR will spit hot gas, carbon, and CLP into my eyes. That's just the way they work with the charging handle at the rear. Also saves you from shrapnel on the very, very off chance of a severe malfunction.

Also you're gonna need some CLP, cleaning and lube oil basically.
To clean your gun, wipe down all the dirt and oils, scrape the carbon out, clean the barrel, and then use a little clp to lube the gun and put a thin coat of oil on all the metal parts to prevent rust and wear.
If you AR came with a manual there may be a section of how to break it down and clean it.

This is the set I bought. Looks like I got them on sale as they are $52 now. Still a good price. They do have a 4 light kit that is cheaper too though.
The sticky tape has been holding onto the carpet lining pretty good so far, but I plan on using a screw per light to hold them permanently. Just haven't got back to it yet :)
I also have a pack of these ties that I used to organize and hold the wires to the carpet lining. Just wrap your wires course side out, trim the excess and stick it right to the lining. Holds really good. Upper corner.. Lower corner..
My top recommendation for a home defense gun is the full-size Smith & Wesson M&P 9mm with this ammo (this website will help you find it), this light, these grips and this magazine loader.
I prefer handguns for home defense because they're easy to use, compact and enough firepower for most home defense needs. And I recommend the M&P because it had zero gun-caused stoppages in a 2010 ATF test. They're also relatively cheap. I purchased mine for $410 using this website.
However, you being from California complicates things. I'm not very knowledgeable about California gun laws, but I think they limit you to 10 rounds. If that's the case, then I'd personally want more powerful rounds. I'd probably go with a 12 gauge Mossberg shotgun if I was you - like an 8 shot Mossberg 500 - and I'd either put some Federal slugs or 00 buckshot in it (I prefer slugs, but most people prefer 00 buckshot). I'd also attach a light to it by using a simple tube mount.
So those, I believe are FEG P9F's imported by Mauser. It's definitely not a Hi Power clone like the early FEGs which have interchangeable parts with FNs and are true clones. This gun is more like they took a S&W Model 39 and put into a vaguely Hi Power shape.

You're getting good suggestions on firearms to look at (M&P Shield in 9mm!), but I wanted to ensure that you understood that you need to buy more than just a gun and that $500 isn't enough money to get started carrying safely. I got to sight it in this morning! Nice and accurate as you should expect from a 10/22. Ran subsonic ammo through it and it was nice a quite. I really like the Barska scope too... it did great on its lowest 3X setting. When I have more time I'll see how it does at long range.

Good. Don't try to scrub off the existing corrosion for now. Make sure it goes into storage with a good coat of gun oil.
Eventually, you would probably like to take the barreled action out of the stock to inspect the rest of the corrosion on the piece, and re-oil the underside of the action.

I actually don't have a K31 book, but this one is written by Joe Poyer who is an author I trust. K31s are pretty straightforward for the most part, it's the earlier rifles that are a tad complicated to study.
There's so many damn Mausers that it's hard to recommend a book that covers enough of them. This one should be enough to get you started. This one just came back in print and is for the Swedish Mauser.
For Mosins, This one should provide enough knowledge, but there's actually a surprising amount of material online. Not many printed books on Mosins in English, sadly.
For Enfields, Ian Skennerton's book is the go-to.
And that should be enough to get you started. For any other guns, just type the gun name followed by "book" into Google and you should find what you need. And as always, the internet has plenty of it's own resources too.

Stream Light. I recommend the TLR-1 (ignore the list price; it's bs). Brighter than many surefires, ~100 online, and mine's been runnin' great for 2 years.

I run this set in my safe and as under cabinet lighting in my kitchen. They have a motion sensor, so everytime I open the door they turn on automatically.

Bought myself one 13 days ago SS 4". Paid a bit more than you did ~$600, you got a hell of a deal. It's my first revolver also and I absolutely love the way it shoots. Took it out immediately and put a box of 38 and 357 through it. It handles recoil incredibly well, 38's shoot very soft and 357 is extremely manageable. I'm in an apartment and didn't want to send 357 rounds ripping into the neighbors across the breezeway, so I grabbed a box of 38 special Hornady critical defense and stuck it in my nightstand. Now the wife has my g19, she learned to shoot with that so she is most comfortable with it. Great gun they should last both of us 2 or 3 lifetimes.

Personally, I think leaving it in a car is a terrible idea.
But if you're gonna do it anyways, a solid safe that is SECURELY bolted down is better than shoved in a glovebox.

No love for Plano cases? I use this 42" hard case, and since it's right around $100 delivered, it is quite a bit cheaper than a comparable Pelican case. Of course it does not offer near the protection of a pelican, but for the money I am satisfied.

Electrical is nice if you wish to run a Golden Rod or other powered dehumidifier. Mine didn't, so I just tossed in an Eva-dry.
Most folks seem to go for the Howard Leight Impact Sports, but I'm going to offer a dissenting opinion and say spend just a little more and get the Howard Leight by Honeywell R-01902 Impact Pro. These are the ones my wife and I use.
Those slim Impact Pro's that everyone recommends only have a NRR22 rating and the bulkier ones have a NRR30 rating. That's a big difference in decibel reduction and you can't get back hearing that you've lost. If you shoot somewhat regularly or more I don't think you can have too much protection, imho, especially if you use indoor ranges. Bigger is better! :)

Just get yourself some CLP. It's what the military uses and is a good general purpose cleaner. It will work fine despite the unfortunate wording in the instructions.
For future reference, you usually don't need to clean a new gun before shooting it unless it came from the factory bone dry (never seen this happen).
Also:
The difference can be important because some solvents are very harsh (Sweets 7.62, among others) and aren't meant to be left in the bore very long. CLP isn't one of these, and will both Clean, Lubricate, and Preserve your gun.

There is so much good shit on this sub, I rarely have to ask questions as a noob.
Although I will say I bought a 10/22 earlier this week and it would have been nice to know this: to mount a sling, you need to buy some of these, you'll also need a drill, 7/32" bit, 5/32" bit, and ideally a vise to hold the gun while drilling. Takes 5 mins, but woulda been nice to know.
Also the often referenced USGI sling was hard to come by for me, my army surplus store didn't even have anything which blew my mind. You'll probably have to get that on Amazon or similar too. The slings at most places are just for carrying as far as I can tell.

It depends on when it was made. Some versions are very similar while some are direct clones of the HP. The Argentinian FM Hi Powers are direct clones and should accept all BHP parts.

If you're putting it in a drawer, this V-Line Top Draw might be your best bet. Here's the smaller version as well. You'd just have to decide if it would fit. It's also cheaper at about $150 for either one. No need to break the bank if it's only going to be in there at night. Most people would say even that is overkill. I just keep my CC in my nightstand drawer when I sleep and either take it with me during the day or lock it up in the security cabinet with the rest of the guns. I, on the other hand, don't have any kids and my wife wouldn't dare touch it without asking me first.
Keep in mind, of course, if you leave your gun inside of it, it would be quite easy for a thief to steal unless it is secured to something that is prohibitively large or heavy to move or steal. I am guessing since you have an AmSec safe, you already know that, but I figured I would add that just in case.

I have a Plano All-Weather tactical case I bought at Academy for $65. It has the Pick n' Pluck foam interior. I'll be replacing it with my own foam interior that I'll custom cut out like I do for DeWalt cases.
Stainless can still rust, though not as early. In either case, if you take care of your guns you'll be fine. No need for stainless unless you just like the aesthetics. Clean them after trips out in the rain, fog, marsh etc to get moisture out, then store them in a dry place. If you're really worried about it get some gun socks for $5 a piece and a dehumidifier of some sort and throw them in a closet. I just bought a couple of these ones that are well reviewed. I plan on putting one in my gun closet for extra rust prevention, though I wasn't having a problem with it anyway. The others are for a poorly ventilated bathroom and backups.
Locksmith here. Unless you spend upwards of $1000, any biometric device you get will be crap. I'd suggest something like a 4-button GunVault if you want to go electronic, and test it 3 or 4 times a week to make sure it still works. Personally, I use something I built myself that uses a Simplex mechanical pushbutton lock, similar to the V-Line lock box. No batteries, decent security, and a reliable Simplex locking mechanism that's been used by government agencies for 40 years. Google around for "simplex" + "gun safe" or "gun vault" or "lock box" or the like until you find something that suits your needs.
I'm not sure how I could run anything electrical through this safe, there's no outlet hole anywhere on it and I already have it bolted down to the concrete. I think I'm just going to switch my system around a bit, I have 3 of these inside my safe right now and they're only keeping the humidity level down about 3-5 percent. If I take them out and close the safe, the level will go up to around 58-60 percent.
Light coat of oil, get a gun cabinet for like $100, put this dehumidifier in it, and this no rust vapor capsule, and put your guns in a gun sock too.
You can apply grease for longer term storage, I like Tetra, but make sure you remove the moisture before applying grease or else it just traps it under the grease and will rust.

I looked into it when I was shopping for a simple safe for my handguns. Based on my research, I decided I didn't want a system that could fail due to lack of batteries or the inability to get it to read my fingerprint in a stressful situation.
So, I decided to go with something with a mechanical lock, but that still could be accessed fairly quickly. I ended up with this safe from V-Line. It's really fast to get into, and I've been really pleased with it.
I want to do an Appleseed event and I've got a 10/22. Most of the process of turning it into a LTR is straight-forward but I'm getting stumped on the swivel studs for a USGI sling.

This is what I was talking about. Don't buy it from Amazon though, it's very common and you can pick it up from walmart and most gun stores cheaper. That is just one brand of CLP, another really popular one is Ballistol, but I can never find it locally.
For my frequent shooters they almost exclusively get CLP baths, which makes them very fast and easy to clean. Just field strip them, spray down the dirty parts, scrub with a brush if necessary, and wipe away the excess. I still use regular bore cleaner for the barrel though because it's more aggressive and works faster.
If I'm not gonna shoot something for a while I do the proper white glove cleaning where I meticulously scrub and degrease everything, and then apply tiny amounts of lubricant to select areas. My wife cleans all her guns this way because she hates getting oil on her hands when she goes shooting.

I've got the Howard Leight Impact Sports and have the same problem bit don't like doubling up with foam plugs. At indoor ranges and when shooting rifles i now use the Howard Leight Impact Pro. They're larger than the Sports but are electronic and have a 30 dB rating instead of the 22 dB rating of the Sports.

Absolutely. Comes with a few replacement pipes in different colors too. It's a piece of cake to put on. There is a small plunger on the muzzle beneath the front sight. Hit that with a punch and it pops right off, new one slides right in. Takes less than 30 seconds.
No plans to replace the rear, I dig the adjustable sight.

Ebay special flaming pig knock off krinkov style muzzle device! A must have for rifle caliber pistols, also unbranded for that clean look that doesn't break the bank.
UTG Bipod. Basically a Harris bipod but 1/3 of the price. As my brother would say, "this thing is titties".
UTG front and rear iron sights. These I'm actually a little guilty about trying but they're irons, they're cheap, and they're adjustable. They're not as good as my friend's Troys and they're not as light as my sets of Magpuls but god damn they just work and work well.
Lastly, my ultimate guilty pleasure "let's just see what happens" purchase. UTG 3-9x50mm scope for my bolt action 223. Holy hell, ~500 rounds through it, I don't adjust anything unless I change ammo and I'll be damned if it isn't as clear as my friend's nikon 3-9x40 but it damn sure is brighter.
