Edit 4: If you want peripherals that's gonna be around $1000 in total for decent crap. I would suggest a 1080p 60hz monitor, a mechanical keyboard ( I use a G. Skillz KM780 RGB and it is fabulous), a nice pair of headphones HyperX cloud 2, and a nice set of speakers Logitech Z506. Also idk what you have but get a wifi adapter as well unless you can hook up to Ethernet which is highly recommended.

Honestly 500-600 wouldn't make a very decent computer for a first rig. You can make one and well I made one just right now but that doesn't take into account peripherals. If you wanted 500-600 WITH peripherals that would have been the hardest budget build of my life. To maintain quality and performance, I'm cringing just thinking of it.
It's not a PCI card but I got a Sound Blaster OMNI External USB 5.1Ch Surround Sound Card Link. It uses only a single microUSB cable for power/connection. Used in excellent condition with all original accessories in OG box for only $45 shipped. I will have a Sapphire HD 7970 OC soon, i got it used from a friend 6 months ago for 180 to run crossfired in my rig, just ordered a 390 though :) It run's a little warms but nothing too bad, good condition other wise has original box and i believe all accessories. Basically, yeah. Although there's some stuff like [Corsair Value RAM] that's so cheap it just doesn't have any heat-spreaders or anything.
Something like [this] is tolerable. Something like [this] is not. I've never seen any proof that standard RAM that hasn't been overclocked, in a well-ventilated case, needs heat dissipation like that.
I have an Acer Aspire TimelineX AS4820TG, with a couple of upgrades: RAM has been upgraded to 8GB from 4GB, and the hard drive is a 640GB 7200RPM, from 5400RPM. Not exactly new-ish (2011) but it's pretty competent - has a proper laptop processor and not the low-voltage ones - and has dedicated graphics, the Radeon HD 6550M.
And of course HDMI out. $200.

I am open to buying your case, but trade wise this is an uneven trade.
Is there something special about this specific 7970? After seeing all of the 7970 sales recently I'm convinced I can get one for closer to $300, and sure enough amazon has several used for $300 and brand new Sapphire cards for $329 before MIR. Basically I'm saying I'm interested, but I'm just wondering what justifies the price tag. I mean if that's what you got it for I don't blame you at all for selling it for that much but similar cards are going for much cheaper elsewhere :/

Just FYI I just upgraded to a 2700X from a 2600. I bought it in May 2019, never over clocked. I would sell the 2600 plus a BNIB wraith prism from the 2700x (very nice led cooler) for $105 shipped

as far as I know, I never actually tried it, it uses a PCIe 1x slot for wifi, but a usb 2.0 header for bluetooth to be a generic bluetooth adapter

I doubt you're going to get the price you want when Amazon and Newegg are offering either the same price or slightly more for a brand new card. And I don't know about anyone else but I wouldn't pay this much to someone who previously had an account banned.
