I'd recommend the Focusrite Scarlet USB interface. I've had one for about 4 years now and it's one of the best interfaces on the market imho, great build quality and low noise (even better sound quality than my $1000, 16-channel Mackie firewire mixer). It has several different models (basically just varying numbers of inputs), but I think the solo model would be best for you unless you wanted to record more than one instrument simultaneously. They retail for $100, but you can probably find a used/refurbished one on Ebay or Amazon for under that if you do some digging.

edit: grammar
You can get a MXL 770 for under $100 and a 2-channel Behringer U-PHORIA for around $100. This will definitely be enough to get you recording. I use this set-up (mostly for recording samples and very limited vocal work, as I do electronic instrumentals for the most part) and it does the job. That leaves you $200 for accessories (you're gonna want a stand for the mic and a pop screen before you even think about acoustics). You can get an acoustic shield for well under $100. Pop screens are as low as $10 on Amazon. You can definitely stay in that budget if you're only looking to record rap vocals.

My Presonus Audiobox USB only had one headphone out, so I got one of these for your exact purpose: https://www.amazon.com/Pyle-Pro-PHA40-4-Channel-Headphone-Amplifier/dp/B003M8NVFS/ref=sr_1_9?keywords=headphone+mixer&qid=1557174542&s=gateway&sr=8-9
just get a male-to-male TRS cable ( https://www.amazon.com/Hosa-CSS-110-Balanced-Interconnect-Cable/dp/B000068NYH/ref=sr_1_3?crid=3QR9Z2RFJ35EW&keywords=trs+cable&qid=1557174680&s=gateway&sprefix=trs%2Caps%2C164&sr=8-3 ) to output from your audio interface into this mixer and then plug both headphones into the mixer and adjust the levels accordingly. Works great!

Update: Potentially one of these three?
I looked into it and on paper the solo is the same as the 2i2 in terms of performance.
