If in the window itself would be too cold (I don't have personal experience with that), near the window plus a fairly basic grow light should work. I started some basic seeds in late September in Houston (so much warmer than you). Some are in a south facing window, and growing quite slowly. Some are a few feet away from the same window, but with a grow light over them for... about as long as we'd have sunlight in June (hours per day of light/dark). The ones under the grow light are growing beautifully.

I'm using this light in this stand. They're not actually the best pairing - the light is bigger than the stand housing, so it sticks out a bit. It all works fine, it just doesn't look good. For me, it's in a room where I don't really see it unless I'm directly tending the plants, so I don't mind, and it's cheap. Note also: The 100W on the light is it claiming to be equivalent to a 100W incandescent bulb. It's actually drawing around 23, 24W, which is how I can put it in that "maximum 40W" stand and be fine. This is much weaker than many "proper" grow lights, but since I'm using it to supplement a south facing window (rather than independently) it seems to work quite well for me.

I have a few lights similar to these that I use. I have had great luck with them. The ones I have don't have the built-in timer, so I use an appliance timer.

The problem with having a plastic cover is that plants need carbon dioxide to photosynthesize. This is why good greenhouses have fans. Plants do such a good job converting carbon dioxide that if there isn't good ventilation their growth will be stunted.

I would also get a stronger LED grow light such as this one. I have a few of these. They're blindingly bright.

Well placed yellow sticky traps (horizontal near the soil surface and edge of plant pot) are good to quickly reduce the adult fungus gnats.

Mosquito dunks can be mixed into the water to inoculate the soil with beneficial bacteria that kills the larvae.

They have been around forever. Well, not the digital ones. And, I really wouldn't call them smart. The smart ones are wifi enabled so you can turn them on/off while away from the house and what not.

If you do some digging you can get away with LED lighting for under $50 as long as you're not looking to light a whole lot of large plants. Most LEDs are set to the blue/red spectrum so you're not wasting energy on wavelengths the plants aren't using. That and the fact that they're LEDs means that you'll only end up spending a couple of extra bucks a YEAR for most lights. I wouldn't worry about that part too much.

I would suggest investing in a timer as well. A cheap $10 would do the job. That way you don't have to worry about forgetting to turn them on in the morning or anything like that.

I actually rock a couple of these guys clipped to a planter. They don't kick out a ton of light, but they supplement the sunlight in the room enough to keep my plants going.

Hmm, could you possibly use a gigantic fine mesh strainer type thing to insert into the tub? Maybe do half of the plants at a time, or water in shifts?

I was envisioning something like this, but much larger.

Maybe even a DIY purchase of fine mesh material that you could roll up to store away, then bring out to cover the bottom of the tub when you water? Not sure of the fully thought out practicality here, but it’s the first thing that came to mind.

you know ... i have the same problem, although i don't like the typical red purple ones. checking a youtuber (summer rayne) i fell in love with the GE ones.
