whew, what a long read! 2,800+ words. in this day and age of tweeting and snapchat, that's like a book! something caught my attention though,

if i had one question for Councilman Dennis i'd ask, what factual evidence do you have that the number of blacks who desire to work for JEA--not just those who are merely seeking employment, anywhere, but those truly would desiring to work for a local utility--represents approximately 30% of the JEA's workforce needs?
if i had two questions, my follow up would be, since the opposite side of the coin of underrepresentation is overrepresentation, how would you handle overrepresentation in other companies?
the subtitle from linguist John McWhorter's, even longer but more substantive, article titled, What’s Holding Blacks Back? is profound: It’s black attitudes, not white racism, that’s to blame. it's a great read and i encourage others to spend the time reading it, or any of McWhorter's thoughts on race. in this article, and his book Losing the Race: Self-Sabotage in Black America (another great read i highly recommend), he states three elements hold blacks back in this modern age: victimology, separatism, and anti-intellectualism. i'd argue concerns of underrepresentation and the need for diversity fall square between victimology and separatism. i'd further argue Councilman Dennis, despite likely good intentions, exacerbates the problem with proposals to embarrass companies into hiring the "right" mixture of people. economists Thomas Sowell and Walter Williams provide great insight into the negative impact of representation for diversity's sake--high failure rates. diversity quotas at JEA won't necessarily result in failures; however, it most certainly won't match people with the position most appropriate for them.
that said, any racially discriminative practices found within JEA certainly requires attention, but nothing less and most certainly nothing more.

I'm not saying people who live in the burbs are immoral by nature of what type of neighborhood they live in, to be clear.
But you have to go back and look at why suburbanization was such a powerful trend in the second half of the twentieth century.
One of the main drivers was white flight: once it became clear that whites couldn't continue to maintain the color line within city limits, they simply moved. I recommend this book if you'd like to learn more about the history.
Jacksonville's water, whether on a well or not, has always been funky. I grew up with it and I think it's alright. Still, I installed this under-sink filter to appease certain people I live with. Pretty simple to install and makes a difference in taste as long as you replace the filter every 6-8 months. You could go all out and get an RO system, but they are pricey and take up a good bit of space under the sink.

If you're not politically opposed to them (please forgive me if you are) I would suggest a handgun along with full proper safety training and a few sessions at the practice range.
Also at night a door jammer on any doors that lead outside and open inwards. These are also very important on sliding glass doors but you can always just throw a sturdy pole/pipe in the track of these. Anything that slides is incredibly easy and quiet to open with a bit of force.
Remind her to close any curtains or blinds once the sun goes down and keep the porch light on.
Just make sure they're not knockoffs. I've read there are bad ones out there that are selling pretty cheap. I ended up getting 4 pairs on Amazon for $20. But, they're from the manufacturer that NASA recommends (https://eclipse.aas.org/resources/solar-filters)

The most common book is by Randazzo (UF) The Geology of Florida.
Geologic History of Florida: Major Events that Formed the Sunshine State is a bit more speculative but the graphics are more refined.
USGS has a lot of information on the geology and the SJRWMD has a lot of information on the hydrogeology hgdb.
It can be overwhelming. The important thing to note that we sit on-top of 500 ft or so of marine deposits, most of which are interbedded sand/clay, called the Hawthorne Group. It serves as the confining layer for the floridan aquifer. Some hydrogeologist call it the intermediate aquifer, most drillers call it “salt and pepper”. Most single family and irrigation well are here.
Below that is the mostly limestone floridan aquifer. The top 500-ish ft is the upper aquifer, mostly competent ocala limestone, followed by a semi-confining layer, then about 500 ft of the lower aquifer, mostly avon park. This formation is usually fractured and vuggy (voids) and very productive. It is also the source of saline upconing. Most municipal wells are dual zone, drilled through both. But, the new school of thought is more wells with less flow each that isolate one zone (upper or lower, not both).
Below that is another confining layer and then the highly saline fernandina formation. It’s not very thick, 50-100 ft, and not really a practical water source.
The floridan recharges in the center of the state, gainesville area, and south georgia. South of central florida it’s very saline and the biscayne aquifer outcrops. West is saline from drowned karst in the gulf.

uhhh, check it out, it's stupid simple to put Dynamat in your car yourself, they come as "self-adhesive" panel. All you would need to do, is take off your door panel, which is incredibly simple, once you do that, you then put the Dynamat panel behind the speaker placement, it's that simple.

Honestly, I speak from experience from installing this before myself, it's very simple, and i didn't use anywhere near the amount they show in the video; my audio setup in my truck at the time was pretty beastly; and i never had any vibration.
The switch will be connected directly to the pi's GPIO, which will control a relay. The electrical wiring in the walls will be connected to that relay which is connected to the light. I'll be using a 2 channel relay, something similar to the link below. There are also 8 channel relays, so you can control 8 devices with only 1 Pi. I plan on using an 8 channel relay for a Pi controlled thermostat. Also, prices are much cheaper on eBay if you're willing to wait a few weeks for shipping.

There could be a problem with the enclosure/wiring itself if the drive is passing a SMART test.
Try swapping cables, get a screwdriver and take the drive out and put it in one of these:

That could work and save you a lot of money, and it's not difficult to set up.
Do you hear any clicking or other noises from the drive when it's on? That could be indicative of a hardware failure if the platters keep banging into stuff. Just some ideas
