You can buy this simple candy bar type cell phone off of Amazon for $30. It has big buttons, a camera, flashlight, and looks like something an old person would use. Plus it's well under your budget. It should work well on T-Mobile and therefore Mintsim. You should look into what /u/frostcall mentioned too though. I still think your dad would like this phone however.

Every sub $200 phone has compromises. That said one of the best bang for the buck is the LeEco S3.
My major gripe is there's been no security patch since January however it is rootable with an active modding community on XDA.
Have you considered the Amazon-Motorola Moto G with special offers?
It supports all the major LTE bands, and is a solid name-brand device for $129.

for the "good" part of your question, you need to understand a thing or two about the bands your phone can receive. here's a list of phones which can use band 12 (a newer band expanding coverage) and are VOLTE capable.
