It's a Non-A chip 2080ti with 3 fan cooler for $1000. I recently swapped out the gaming OC version of the same card and all I lost was 100mhz and gained $200. Literally maintains up to 1905-1920mhz after 6 hour benchmark and 66c max temp. Gaming OC was getting about 1995-2010mhz after 6 hours but around 74c. To be fair, I did not downvolt the Gaming OC but did downvolt the $1000 version. Also I had 0 gpu oc experience and it was still very easy. Factory OC is a huge waste. This will make the 2080ti much more worth it... just make sure to stay away from blower coolers because of heat + sound.
Otherwise, yeah the 2080ti is still worth it for 4k gaming. It will get you a steady 60fps with higher quality settings.

You get a 225mhz boost + water cooling for only $1350.
Compare that to EVGA's $1250 for 100mhz, $1400 for 160mhz + water or $1900 for a 300mhz boost + water...
The biggest advantage with the cards above $1000 has to be cooling and you have to look for a water cooler only because of noise. Otherwise, for true lower temps you'd need proper custom water loop.
Are you removing a case side and letting an external fan sitting on the floor blow air into the case? If so that's okay, but maybe make your components dusty faster.
About better case fans, please keep in mind improving case fans can only do so much to increase airflow to GPU, so don't get your expectations too high about how much cooler/quieter your GPU will become. If you really want a quiet GPU, you should have gotten a GPU designed with big heatsink and good fans, then it could be silent or almost silent by itself.
If you have PWM 4-pin fan headers, I think Corsair ML120 and ML140 push a bit more air than Noctua equivalent for the same noise level, but if you don't have PWM 4-pin fan headers, the Corsair ML's can make a lot of noise because of their magnetic bearing not working properly. Also ML's seems to be quite bad pushing air directly downwards and make a lot of noise positioned that way for me, in case you have an airflow setup that requires intake from the top or exhaust into the bottom of your case.

If you decide to go Noctua, they are a bit more expensive than ML's, but come with anti-vibration parts. They also come in 3 pin and 4 pin versions, let me know if you need advice on which fans to get, and tell me where you would place them, i.e. case, heatsink/radiator. You can't go wrong with Noctua unless you hate their color scheme, really top notch quality with good accessories like anti-vibration screws and low noise resistor adapters.
If you want more affordable quiet fans, there are some options that are cheaper for similar or just slightly worse performance, but me personally, I recommend going for really good case fans, fluid dynamic bearing fans can last 10-20+ years of continuous use no problem and should follow you for many computer builds. I have tried a few other brands, and personally I am a big fan of Cougar Vortex fans that have built-in anti-vibration pads, $12 for 120mm, $18 for 140mm, and I think Fractal Venturi perform very similarly.
And remember to use motherboard to control your PWM fans, maybe set them to 1000 RPM and then raise them up or down as needed to make sure they aren't too loud themselves and to make sure there is enough airflow for GPU fans to not be loud.

The performance between all three cards as you've seen is pretty similar, but I just want to point out that I haven't had any noise issues with my 2080 FE. At stock settings, the temperatures did cap fairly hot in the upper 70s, but the fan speed also never went past 55%, so I couldn't hear the card over my other case/CPU fans.
Undervolting my 2080 to 1920 Hz @ 875 mV resulted in Afterburner showing a max temperature of only 59C after 4 hours of Assassin's Creed Odyssey, with the fans constant at 41% on the default curve. Under heavier workloads, I saw the temperatures capping out in the 60s - again, with the fan speed at 41%.
Honestly, if you're not going to really OC your card and need to push your fan curve hard, I would recommend you save a few bucks and get the 2080 FE.
I want to get a 1060 6gb, which of these 3 do you think I should get? I don't really care what it looks like, an am a complete nab when it comes to the differences. Running one 1080 monitor. I just got my Acer XB280HK https://amzn.com/B00O0Z5682. It isn't really budget but it takes advantage of all the 1080 has to offer with 4k and Gsync. I have a less than amazing CPU that goes to 100% usage in Witcher 3 but I can max all settings (except for Hairworks) and it looks and plays beautifully at 4k.
I would tell you to look the 2060 because there is not a lot of differences in terms of performance between the 2070.

This is the one I got and I must say pretty silent good temps and it performs pretty well in everything and its under your $500 mark so you would save some money.
144Hz is game changing, it's so much smoother and more responsive, definitely go with that. You can do 144fps with the right CPU and that 1060 if it's games like Overwatch, CSGO, Dota, LoL, etc. If you're playing more demanding games like PUBG, Apex, Battlefield, etc. then make sure you have a fast CPU too, something like an i5-9600K.

That is a Display Port to HDMI adapter you've linked. By the way, DP++ ports do not require an active adapter for HDMI output.

The second one is literally advertised as 30 Hz 4K. “Enjoy the 4Kx2K (3840x2160 @ 30Hz) video.” If I use HDMI 1.4 input on my monitors, I can achieve the same 30 Hz mess which makes use of even office apps painful — everything including mouse pointer appears laggy and slow.
As pointed out earlier, HDMI-to-DP adapters are more expensive and require external power. This one is almost $40. DP++ to HDMI adapters are cheap, they are in the $10 range.

I actually have a Vive working with remaining HDMI port on my GPU. All of output ports on my card but DVI are populated. I'd rather be happy we're getting rid of DVI.
2 HDMI + 3 DP instead of 1 HDMI + 3 DP does not improve anything. If you ever need HDMI, grab a $10 passive adapter. What you may also want to consider is just another video card that has multiple HDMI ports, apparently Gigabyte makes a 1050 Ti with 3 HDMI 2.0b. Plug the other TV into the 2080 Ti that likely only has 1 HDMI.

Well my one monitor is 4k, the other two 1440p. the 4k is just a samsung tv, does 60hz and hdr when plugged in HGDI. I have a LG ultrawide 1440p 75hz, but I'm picking up a gaming monitor DP 1.2, and the LG is DP 1.2 limited.

You could buy gtx 2080 or make an abomination cooler by removing shroud from blower card and slaping 2 good 120mm fans using zipties and connecting them to GPU using adaptor and fan splitter. Is there really a difference between GTX 1080s? I saw This One for $559 after sale and rebate vs. This One for $620 after rebate. That seems like a pretty large difference. I can see that their core clock speeds are different but can the first one be manually overclocked seeing as it's an "overclocked" version already? Or is that the max clock it's going to get? Why the large price difference?

It's loud and it will hit thermal limit (83º) quite often under heavy load. I had an Aero 1070 OC, used it for a year and with some undervolting and a more aggressive fan curve i managed to keep it mostly under 70º while gaming. The only problem was that having the case literally next to my head, the noise was kinda annoying so i ended up selling it and getting a Strix.
If you wanted to get an aftermarket cooler, the Arctic Accelero Xtreme IV and Raijintek Morpheus II are the best air cooling options. If you wanted to go water, the Aero uses the FE's PCB so any FE compatible AIO like the EVGA ones will work.

Grab the Asus ROG 1080 if you have a VR setup. One of the few cards that give you 2x HDMI 2x DP ports as opposed to the standard 1x HDMI 3x DP. Also includes an RGB LED that allows you to colorize it by temperature.
It's quite the beast of a card, though. Barely fits a mid-ATX case.
