I feel your pain, I really do! This exact same thing happened to me, except it was a barking dog who lived in an apartment directly behind me. It would bark for 5 minutes straight. Stop for 30 seconds, then the wind would blow or a mouse would fart and it would start all over again. Like you, I put a note on the front door of the complex, tried contacting the management of the building to no avail.

What ended up working for me was to take a few videos (so no one thought I was exaggerating) and then posted a nicely worded message on nextdoor.com with a link to the videos.
In order to get their attention with all the flotsam and jetson, I titled the post with the address: DEAR 12345 MAIN STREET RESIDENTS - I NEED YOUR HELP or something like that. I spoke directly to the dog owner, "You may not be aware your dog has separation anxiety and barks non-stop from X to Y o'clock each day." I posted a link to a google photos gallery with a bunch of videos of the dog barking day and night, explained there are many treatments and remedies available for separation anxiety and then asked the other residents of the address in question to please show their neighbors this posting, in case the dog owner in question wasn't on nextdoor.com

Anyway - it worked. A few days later the barking pretty much stopped. I think they started taking the dog to doggie day care.

I wish you luck, I hope you get some resolution. In the meantime, if you want to save your sanity, get one of these sound machines. You will be amazed how well they work for all manner of annoying sounds: The 5:30AM garbage truck, barking dog, folks in the hallway by your apartment, the couple next door making exuberant love, the kids playing in the backyard next door, etc etc. I swear by the Marpac brand, but there are plenty to choose from. Just get one that makes a sound via mechanical means (fan) and not electronic. I find that the electronic ones don't fill up the room the way the mechanical ones do. Also, the electronic ones are a recording and so they loop. Your brain WILL discover where it loops.

I agree with the sentiment but not the action.

I use a 3M N95when I go out and a P2 respirator mask around the house. The reusables are so much easier to breathe in and the air doesn’t get so hot or moist like it does in the disposable. I imagine the military grade n95 or higher are better than the disposable (and not as bulky as but I haven’t used them). P95+ makes is probably overkill unless you want to use it for aerosols, but always safe than sorry?

I also use this for projects at home like spray painting, cleaning my cat’s litter box, or using heavy cleaning supplies. It’s great for blocking out odors where I can still smell odor with my disposable mask.

This is a decent site for Lake Merritt. Most of the parks have a page on iNaturalist (like this); they're not super accurate, but make an okay entry point to identification.

For ID'ing individual birds in the field, the Sibley app is popular with birders.

For more in-depth info, Birds of the Sierra Nevada is very good--there is a ton of overlap between our local birds and birds in the mountains and foothills, so most of the birds you'd see around town are addressed in great detail.

This is exciting. I'm glad to hear Oakland is finally implementing Operation Ceasefire, having recently read David Kennedy's book Don't Shoot. I hope it can work. Nabbing these 8 will hopefully have a ripple effect.

If you're looking for a single camera solution, you can save yourself a hundred bucks and get one of these: http://www.amazon.com/gp/product/B00G7GMEOG/ref=ox_sc_act_title_3?ie=UTF8&psc=1&smid=A3OLC87AHTILXN. It has the added benefit of being both weatherproof and higher resolution.

It doesn't come with the dropcam web server, but it does provide its own. If you're tech savvy, you can expose that securely.

Also, if you point the dropcam out the window, you will need to turn off the IR, or you will see nothing at night (see my point about window mounting in the post). As far as I can tell, dropcam doesn't support this.

I have owned 3, GOTRAX is about 300 on amazon and a solid one. I got a ninebot and really the only better thing is solid tires do I don't have to keep pumping up the tires.

I daily commute 3 miles outside bart, I could need to refill tires about one a week, sometimes twice.

If you lock it up correctly you should be okay. I've seen a lot of cut cable locks, but I haven't seen any cut u-locks. I've had a helmet stolen, lights taken, and someone swapped my (not quick release) wheel with theirs though, so there's definitely theft of things that aren't locked down.
