Ok I see. Yes, I would definitely hang them up. A pegboard would work fine but it's also a huge pain to hang an entire pegboard. If you are allowed, I have two ideas for you. My favorite is this over the door shoe holder. We keep a lot of our cords and electronics like video game controllers in one of these. It works wonderfully. I would label each one with labels alphabetically by manufacturer.

If you don't have a door you can hang it over, I believe you can buy this same type of thing and hang it on a wall.
The second idea I have is to just buy a box of hooks with screws on the one end and put lots of hooks up. It would leave little holes in your wall but so would putting up a pegboard, and it would be easier and cheaper. Labels should again be added above each hook alphabetically by manufacturer.
The last resort would be buying a large container with cubby holes and labeling each one, but the container would likely be large, clunky and take up more room than wall hooks.
If this is a business you own, having it look nice might also be a factor if it's view of the public.

Would adding shelves be helpful? You don't mention the actual dimensions of your cabinet, but I'm envisioning enough shelves so you can install shallow drawers/bins. That way, you won't have a stack of clothing to move; it would be more like single-stacked rows (like this).
That may sound like an involved DIY project, though- if you're looking for something to help in the interim, have you considered packing cubes?
I organized my most important papers in manilla folders and put them in this kind of box. For the other piles of school papers, I sorted them by year and class as best as I could, and put them in a Bankers Box knockoff with lids.

Start by going through your room and putting the papers into piles according to class or year. Those piles become organized into boxes. It's important to label them with each class or year, so you can quickly get to the stack you want. Smaller binders may fit in this type of box. For big binders, you might want to use a legal size box, or take the papers out of the binders and use cardboard dividers inside the box.

These let you keep the artwork from the jewelcase. I do think they do look nice in these sleeves.
I recycled all the jewel cases. My collection then went down by approximately 90% of space. I then burned all my DVD's to a hard drive and stored the DVD's in the basement.
