I don't have much in the way of answers. I liked Rory Miller's books on the topic, such as Facing Violence, but they're not specific to the laws of a given state.
The book Understanding Oregon Gun Laws might be good, but I haven't read it.
There are also other CHL courses out there. PSTC has a 5-hour Oregon CHL course (PST 100) that says it covers:
I am definitely getting more training than what the Multnomah Sheriff's course offered. For important things, some training is good, more training is better.
Clackamas Country Sheriffs range has good training available.
For just going out and shooting, North Fork Wolf Creek Road out past Timber on Hwy 26 is a good spot.
Getting a membership at Tri County is worth it if you actually shoot on a regular basis.
As far as storage, if it's just the one gun, There's an Amazon Basics safe that's surprisingly good and if you wait to catch it on sale you can get it for around $35
What I found was basically this, with round targets instead of diamonds.
A tree target like that would be awesome.
Using a subsonic round might help? Action cycling slower less velocity for the brass to eject. a product similar to https://www.amazon.com/Caldwell-122231-Brass-Catcher/dp/B004SKCUME might help as well.

Heh, I just picked up a set of 5x AR500 plates off Amazon for like $150. Here they are!
There was a torso, and four gongs in 12"/8"/6"/4". Seemed like a really good deal for targets I'll have for a long time.
Too bad 5.56 is frowned upon under 100 yards. :/
Apparently you can get pretty damn close with 7.62x39 with no issues, however.
Garden variety Howard Leights. Don't recall what I paid for mine, but they go on sale from time to time. Camelcamelcamel says they have been as low as $26. I've picked up a couple pairs over the years of browsing /r/gundeals.
The dies itself will cost about 25 used, to 40 new. Id reccomend saving up for a turret press, ie, or if your strapped for cash, a single stage press. The kits are nice because you dont have to piece meal out every thing else, like powder dump, primer, scale etc. Just avoid the lee single load beam design ie, which I referred to as "lee classic" in a previous post.
I have no idea what the mallet design is, nore can I find it on lee's website. Sounds like a good way to get a stuck case in a die.
